Job Description
Cape Fox subsidiary, Kwaan Tech, LLC, is seeking a highly organized and motivated Program Manager to join our team in support of a NAVSEA Naval Shipyard Support Office (NSSO) client. This role requires strong knowledge of DoD program management, contractor oversight, and government contract administration, while providing overall program leadership and contract management, ensuring quality control and compliance with contract requirements, and managing program deliverables, schedules, and resources. This position is contingent upon award. Incumbents are encouraged to apply!
The salary range (or hiring range) for this exempt position is: $ 165,000-175,000
The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match. This job will be posted until filled or withdrawn.
Core Duties:
  • Coordinate and monitor the scheduling, pricing, and technical performance of company programs
  • Negotiate and prepare contracts by considering the financial conditions, resources, and contractual requirements
  • Develop new business and expand product line
  • Ensure adherence to master plans and schedules, develops solutions to program problems, and direct work of staff assigned to program from various departments
  • Ensure projects are completed on time and within budget
  • Act as advisor to program team regarding projects, tasks, and operations
  • Prepare proposals to win new programs
  • Manage subordinate staff in the day-to-day performance of their jobs
  • Ensure that project/department milestones/goals are met and adhere to approved budgets. Has full authority for personnel actions
  • Demontrate extensive knowledge of the function and department processes
  • Develop and maintain the Project Management Plan (PMP) as a program control mechanism to manage, track, and evaluate contractor performance
  • Develop and maintain comprehensive Quality Control Plan to ensure all services conform to contract requirements
  • Manage program staffing plan identifying personnel, major tasks, and percentage of effort required
  • Coordinate and host quarterly program reviews to provide formal exchange of information and review effectiveness of task deliverables
  • Submit monthly cost and status reports and quarterly cost and status reports
  • Provide annual "End of Year" report in support of all task areas
  • Manage Government Property Inventory reporting and Cybersecurity Workforce reporting
  • Develop and execute contract phase-in and phase-out plans to ensure business continuity
  • Provide risk management support to identify potential risks, develop mitigation strategies, and track program risks
  • Support special reviews when technical, schedule, quality, or cost problems arise

Job Requirements
  • Bachelor's degree in Business, Engineering, Program Management, or related field
  • 10 years of experience in program or project management
  • Demonstrated experience with contract deliverables management and quality control
  • Highly Desired Qualifications (If applicable)
    • Master's Degree in Business Administration, Engineering Management, or related field
    • 15 years of experience in program management
    • 5 years of experience managing DoD or government contracts
    • Project Management Professional (PMP) Certification
    • Experience with NAVSEA or Navy shipyard programs
    • Experience with Cost-Plus-Fixed-Fee (CPFF) contract management
  • Must have an Active Secret Security Clearance
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
