What you can expect as a Resource Manager:

  • Develop and enhance resource management team rolling capacity models and resource forecasts using PPM Express and other PM tools to align resource supply with project pipeline demand across 6–18-month horizons.  
  • Conduct quarterly portfolio-wide resource assessments to identify bottlenecks, over-allocation, and skill gaps.
  • Build and maintain resource profile inventories (skills, availability, billability, specialization) with data validation and quality controls.  
  • Manage resource request workflows, prioritize allocation decisions against portfolio strategy, and communicate trade-offs to PMO leadership, project managers, and stakeholders.  
  • Balance demand across project types (transformation, maintenance, process improvement) while optimizing skill utilization and career development paths.  
  • Maintain data integrity in PPM Express (resource master, project master, actuals, forecasts) and drive adoption across project teams.  
  • Design and optimize portfolio views, dashboards, and reporting to surface capacity constraints and allocation efficiency metrics.  
  • Serve as an escalation point for resource disputes between projects, departments, and portfolio tiers.  
  • Facilitate cross-functional resource planning sessions with Underwriting, Claims, Operations, and Technology leadership.  
  • Deliver executive visibility into resource health, allocation decisions, and mitigation strategies through dashboards and narrative reporting.  
  • Establish and track resource management KPIs: utilization rates, time-to-fill, forecast accuracy, allocation variance, skill coverage.  
  • Run regular audits on data quality, tool adoption, and process efficiency; recommend process refinements or tool optimizations.  
  • Document and communicate best practices to PMO teams and project managers.  
  • Collaborate with IT and PMO leadership to evaluate emerging technology capabilities (including automation and AI tools) that could enhance resource planning workflows, and pilot promising solutions within governance boundaries.  
  • Other duties may be assigned.


What we are looking for as a Resource Manager: 

  • Bachelor's degree in Business Administration, Operations Management, Information Systems, or related field.  
  • 5+ years of experience in resource management, capacity planning, project portfolio management, or related roles in complex, multi-project environments.  
  • Proven hands-on experience with PPM Express (or comparable enterprise portfolio management platform such as ServiceNow PPM, Atlassian Portfolio, or Anaplan) for minimum 3 years.  
  • Experience in financial services, insurance, or regulated industries preferred.  
  • PMP or CAPM (Program Management Professional) certification preferred.
