What is the difference between a resource manager and a project manager?

There are several differences between a resource manager and project manager, the main being the level on which these positions work. A resource manager determines the overall allocation of resources for many projects at a time, sometimes every project within a company. So while a project manager allocates the resources within their project and assigns people to the specific tasks that project requires, a resource manager assigns the right people to the right project and then gives that project the budget and other resources necessary to complete it at the direction of the project manager.
