Position Title: Program Manager, Technology

 

Base Salary: $105,000 to $155,000 annually DOE

Bonus: Target annual bonus

Job Summary

The Program Manager for Technology leads the planning and execution of telecommunications and network modernization programs composed of multiple related projects within a defined domain.

This role is responsible for coordinating project teams, managing cross-functional alignment, and ensuring program outcomes are delivered on time, within scope, and aligned to business strategy. The role brings structure, discipline, and accountability to complex, multi-project efforts in a highly technical environment.

The Program Manager also ensures that program deliverables support operational readiness and long-term strategic objectives.

 

Essential Duties and Responsibilities:

Program Leadership & Delivery

·        Lead delivery of complex telecom and network technology programs, overseeing multiple related projects within the assigned domain.

·        Coordinate project managers and cross-functional teams including network engineering, IT, operations, vendors, and business stakeholders.

·        Employee may manage and oversee contractors or external project leads executing projects within the program, ensuring alignment to program goals, timelines, and delivery standards.

 

Program Planning, Governance & Risk Management

·        Develop and maintain integrated project plans, including scope, schedules, dependencies, and sequencing across projects.

·        Establish and manage program governance, ensuring consistent delivery standards and cadence across all program projects.

·        Manage program and project-level risks, issues, and dependencies, driving timely mitigation and escalation when necessary.

 

Resource & Financial Management

·        Optimize resource allocation and capacity planning across program workstreams.

·        Monitor program and project-level financial performance, including budgets, forecasts, and funding alignment.

 

Stakeholder Communication & Continuous Improvement

·        Ensure clear communication of program status, timelines, impacts, and risks to leadership and stakeholders.

·        Support continuous improvement of program management processes and delivery discipline.

 

Operational Readiness & Strategic Alignment

·        Ensure programs meet operational readiness requirements and support transition to production and field teams.

·        Align program outcomes to strategic goals and ensure benefits realization is tracked and reported.

 

Other Duties

·        Performs other duties as required to support the business and evolving organization.

 

Required Qualifications:

·        High school diploma or GED.

·        Bachelor’s degree in a related field or equivalent professional experience.

·        Minimum of five (5) years of project or program management experience in telecommunications, technology, or a related field.

·        Proven experience leading multi-project programs or complex technology initiatives.

·        Strong understanding of network infrastructure, platforms, and telecom environments.

·        Demonstrated success coordinating cross functional teams in fast paced environments.

·        Excellent organizational, communication, and stakeholder management skills.

·        Ability to bring structure, clarity, and execution discipline to ambiguous or complex initiatives.

·        Strong analytical and problem-solving skills with the ability to interpret technical information and translate it for business stakeholders.

 

 

 

Preferred Qualifications:

·        Experience with network modernization, transformation, or infrastructure initiatives.

·        Familiarity with Agile, Waterfall, and hybrid delivery methodologies.

·        Experience using project management tools such as Smartsheet, Jira, and Confluence.

·        Strong attention to detail and ability to manage multiple priorities.

·        Ability to work independently while collaborating across teams.

·        Ability to influence and motivate cross functional partners.

·        Experience managing vendor or partner relationships, including contract deliverables and performance.

·        Demonstrated knowledge of business operations workflows and the project deployment lifecycle, including design, build, test, and launch phases.

·        Experience developing program level dashboards, reporting, and performance metrics.
