Job description

Summary
This position is located within the National Nuclear Security Administration (NNSA), Office of Secure Transportation (OST), Engineering Systems and Technology Division (ESTD), Command & Control, Communications, Computers & Cyber Security Branch (C5B), Oak Ridge, TN, serving as a Program Analyst, responsible for oversight of the C5B programs.

Duties
Help
As a Program Analyst (Secondary), you will:
  • Apply a wide range of methods in the application of program analysis, principles, practices and methodologies to plan, assess and evaluate the C5B programs.
  • Leads the development, execution, and evaluation of program objectives with respect to communications systems by gathering mission equipment requirements and evaluation of new technologies and modifications of existing systems.
  • Responsible for performing acceptance testing and evaluation on systems components and equipment for effectiveness and efficiency.
  • Responsible for conducting trends analysis and forecasting system requirements to present results and recommendations to program officials. Ensures documentation for new systems/technology deployment is maintained.
  • Incumbent identifies, analyzes and evaluates major aspects of the program to provide long range program goals and objectives for future Escort Vehicles and Tractor modifications, deployment schedules of new vehicles, and information technology systems for Mission Operations (OMO) vehicles

Probationary periods are required for new employees appointed to competitive service positions for the first time; or reinstated employees who return to Federal service after a break in service of 30-days or more and who have not completed a probationary period will need to complete the requirement. Trial periods are required for all excepted service employees. Trial periods served in the same position and agency with no break in service will satisfy the requirement.
Qualifications
Specialized Experience: One full year of specialized experience equivalent in responsibility and scope to the NV-03, NQ-02 pay band or GS-12 level, providing analytical oversight and program management related to communications systems capabilities required for Agent/Convoy Operations.
Specialized experience is defined as meeting two (2) of following:
Experience applying qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned communications program elements.
Experience with Federal laws, DOE Orders, and preferably with NNSA Transportation Safeguards System (TSS) operations policies and procedures as they pertain to OST IT programs. Experience must be sufficient to plan, coordinate and evaluate OST communications systems in a fixed or mobile environment in the context of support to the OST Transportation Safeguards Program.
Experience in conducting comprehensive studies, analysis and report findings which identify, communicate and resolve complex issues and problems regarding efficiency of system components.
