As a Program Analyst (Secondary), you will:
- Apply a wide range of methods in the application of program analysis, principles, practices and methodologies to plan, assess and evaluate the C5B programs.
- Leads the development, execution, and evaluation of program objectives with respect to communications systems by gathering mission equipment requirements and evaluation of new technologies and modifications of existing systems.
- Responsible for performing acceptance testing and evaluation on systems components and equipment for effectiveness and efficiency.
- Responsible for conducting trends analysis and forecasting system requirements to present results and recommendations to program officials. Ensures documentation for new systems/technology deployment is maintained.
- Incumbent identifies, analyzes and evaluates major aspects of the program to provide long range program goals and objectives for future Escort Vehicles and Tractor modifications, deployment schedules of new vehicles, and information technology systems for Mission Operations (OMO) vehicles

Trial periods served in the same position and agency with no break in service will satisfy the requirement.QualificationsSpecialized Experience: One full year of specialized experience equivalent in responsibility and scope to the NV-03, NQ-02 pay band or GS-12 level, providing analytical oversight and program management related to communications systems capabilities required for Agent/Convoy Operations.
Specialized experience is defined as meeting two (2) of following:
Experience applying qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned communications program elements.
Experience with Federal laws, DOE Orders, and preferably with NNSA Transportation Safeguards System (TSS) operations policies and procedures as they pertain to OST IT programs. Experience must be sufficient to plan, coordinate and evaluate OST communications systems in a fixed or mobile environment in the context of support to the OST Transportation Safeguards Program.
Experience in conducting comprehensive studies, analysis and report findings which identify, communicate and resolve complex issues and problems regarding efficiency of system components.
