Summary
The incumbent serves as the Program Analyst within the Planning Section of the Facilities Management Service at the Bay Pines VA Healthcare System (BPVAHCS) and participates in overall program coordination and management in the areas of space planning, strategic planning and corporate planning. The primary purpose is to provide direct support to the Facility Planner in assuring that facility-level resources are efficiently planned and managed to accomplish the goals and mission of the BPVAHS.

Major duties include but not limited to:
  • Provide executive level, specialized, staffing support to the three primary planning bodies within the organization: Strategic Planning Committee, Space Committee, Planning Section of Facilities Management Service, which includes the Leasing program.
  • Collaborate with multiple services and disciplines throughout the Bay Pines campus and the VISN Capital Asset Management Office (CAM) in developing programs, procedures, policies and effective planning and resource management.
  • As the designated representative of the Corporate Facility Planner the incumbent works with key executive and leadership officials as well as VISN 8 staff to develop, operationalize and monitor the organizational wide Strategic Plan.
  • This encompasses all facets of Strategic Planning activities that includes but is not
    limited to:
    - Application of the Baldrige criteria in the Healthcare Facility Strategic Planning
    - Organization and execution of the organization-wide Strategic Planning Retreats
    - Key support staff and coordinator for the organization's Strategic Planning Board
  • Develops the need for and maintains an awareness of available resources, and makes recommendations to Healthcare Center leadership regarding needs, distribution or redistribution of these resources.
  • In order to manage these programs, the incumbent must research, collate and verify data gathered from multiple sources.
  • Lead role in assisting the Corporate Facility Planner with the annual and ongoing coordination, development and submission of the Strategic Capital Investment Proposals. The SCIP is a living and dynamic document which provides an overall asset planning snapshot up to 20 years and includes all facets of capital asset management such as construction, information technology and leasing
    initiatives, equipment and enhanced used initiative.
  • Works directly with key executive and management officials to develop and refine medium and long-range space planning for the Bay Pines VA Healthcare System and clinics.
  • Works closely with the MAC Workgroup (Moves, Activations and Changes}, a subcommittee of the Space Committee, in overseeing and tracking all intra-station moves and coordinating the assistance of key support services, including IRMS, EMS, Logistics, and Facilities Management Service.
  • Moves vary in complexity from simple relocation of administrative personnel, offices, furnishings and equipment; or highly complex that requires complete program relocation and/or activation.
  • Collaborates with top management officials (COS, ACOS for Southern Clinics, Chief Primary Care, Nurse Executive, etc) in the long-term, mid-term and short-term planning for CBOC activations, expansion and/or relocations.
  • Responsible for gathering a number of data and information sets in the evaluation and justification of CBOC space planning such as veteran demographics, market penetration, workload, etc.
  • Plans and/or supports committees, boards, symposia, or conferences.
  • Must prioritize these projects appropriately and perform them in tandem with normally assigned duties.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Participate in overall program coordination and management in the areas of space planning, strategic planning and corporate planning.
  • Work with key executive and management officials to develop and refine medium and long-range space planning for Healthcare Systems and clinics.
  • Primary responsible for the VACO Property Utilization Survey, the inventory update for GSA real property and the VACO-mandated leased space database.
  • Gather various workload, access, and space utilization reports and applying analytical and evaluative methods and techniques within the capital asset framework in order to address short-term/ long-term planning issues and/or studies concerning the efficiency and effectiveness of program operations.
  • Knowledge of pertinent laws, regulations, policies and precedents which direct the overall management and establish requirements for capital asset management oversight and its related support resources within the Corporate Planning Office, Facilities Management Service and Fiscal Service.
