Software Developer 2

Texas Health and Human Services Commission (HHSC) is seeking an experienced Software Developer 2 to support enterprise-level IT projects with a focus on identity and access management, particularly integrating SailPoint IdentityIQ and single sign-on (SSO) solutions such as Okta and Azure. The role requires a highly skilled, self-motivated developer with a strong understanding of software design and integration who can work with limited supervision and demonstrate considerable initiative and independent judgment.

Research, design, implement, and manage software programs and integrations.

Evaluate and test new software solutions.

Collaborate closely with architects, developers, business analysts, and UX teams.

Develop API services to manage access policies and integrate with external applications.

Support deployment plans for SailPoint IdentityIQ and SSO integrations.

Deliver solutions using Agile or Scrum methodologies.

Participate in all phases of software development including analysis, design, coding, testing, and deployment.

6+ years of experience in Agile/Scrum-based software development.

6+ years of experience collaborating with project stakeholders (Architects, PMs, etc.) on solution delivery plans.

4+ years of hands-on development experience with SailPoint IdentityIQ (rules, workflows, connectors, policies).

4+ years of experience with Okta SSO integration.

4+ years experience developing RESTful APIs for access control and policy enforcement.

Strong problem-solving and communication skills.

Ability to work independently and under minimal supervision.

Standard business hours: Monday to Friday, 8:00 AM – 5:00 PM CT.

Occasional after-hours or weekend work may be required with pre-approval.

This role is remote (telework) but may require occasional onsite presence at the Austin, TX office.

Travel (if any) must be pre-approved and will comply with Texas state travel policies.
