The Senior Director is the overall Account Leader responsible for the overall success of the client relationship and serves as the strategic leader accountable for program delivery, technical solution advancement, operational excellence, and client satisfaction. This role partners closely with executive stakeholders, business leaders, and technical teams to ensure the successful implementation, operation, and continuous improvement of complex enrollment and premium processing technology and business operations programs. The Account Leader provides executive oversight of program delivery while driving innovation, operational efficiencies, and technology-enabled transformation to support the client's long-term strategic objectives.
This role requires occasional travel to support client meetings, business needs, and other program-related activities.

The MA Connector Program is a technology and operations program supporting the state's health insurance marketplace. The program oversees enrollment, billing, invoicing, payment collection, financial operations, and system maintenance and operations.

Job Description
Essential Duties and Responsibilities:
- Oversee and manage the Project's financial performance, including budgeting, forecasting, and analyzing profit and loss statements to ensure financial targets are met and profitability is maintained.
- Ensure program operations comply with all applicable requirements of the contract, as well as state and federal regulations.
- Ensure established goals and objectives support the overall project strategies.
- Oversee all project administrative operations including budget, financial controls, and human resources.
- Plan, develop, and schedule priorities for achieving operational and performance goals.
- Review management, productivity, and financial reports and studies to ensure program objectives are met.
- Participate in internal audits, research studies, forecasts, and modeling exercises to support project direction and guidance.
- Manage operational managers, including monitoring performance, providing mentoring, and professional development guidance.
- Capture and maintain resource assignments and utilization across the enterprise to proactively assess and align staffing levels.
- Work with internal leadership to facilitate and define priorities including establishing milestones, realistic schedule and securing resources across all strategic initiatives.
- Ensure comprehensive management of defined initiatives that include monitoring of the budget, schedule, resource availability, and organizational alignment.
- Guide and support RFIs, RFPs and RFQs, response development including writing to management approaches, whitepapers, and concept development.
- Lead large-scale, cross-functional programs from strategy through implementation and operational stabilization.
- Oversee program planning, scope management, budgets, schedules, dependencies, and resource allocation.
- Establish governance processes that support accountability, visibility, and timely decision-making.
- Drive risk identification, mitigation planning, issue resolution, and escalation management.
- Ensure alignment across business, operational, technical, PMO, testing, and vendor teams.
- Monitor program performance using established metrics and adjust strategies to maintain delivery commitments.
- Lead operational transformation initiatives that improve efficiency, quality, compliance, and customer experience.
- Identify opportunities to streamline processes, reduce manual effort, and increase automation.
- Develop and implement operational performance metrics, reporting frameworks, and continuous improvement plans.
- Partner with operations leaders to improve productivity, service levels, operational readiness, and workforce effectiveness.
- Drive a culture of accountability, innovation, and operational excellence across the program.
- Champion process optimization and technology modernization efforts that deliver long-term client value.
Minimum Requirements
- Bachelor's degree in related field required.
- 12-15 years of professional experience in a related field required.
- Experience leading government services programs within the Health and Human Services (HHS) sector.
- Demonstrated experience managing large, complex programs with responsibility for operational and technology delivery.
- Proven track record of successfully leading cross-functional teams in a client-facing environment.
- Strong critical thinking and problem-solving skills, with the ability to assess situations, adapt to changing business needs, and make sound decisions.
- Ability to balance strategic leadership with hands-on operational oversight and day-to-day program management.
