  1. Command-Level IT Portfolio Analysis and POM Formulation: Serves as the principal advisor to senior leadership on the financial health and strategic direction of the command's multi-billion-dollar IT portfolio.
  2. IT Strategic Planning: Assesses policy needs and develops policy and procedures governing IT activities.
  3. Serves as the IT special projects officer for and provides management solutions to assigned special IT related studies, analysis, or projects.
  4. Acquisition and Contract Authority: Serves as the senior financial expert for IT resource acquisition and contract oversight.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Individual Occupations Requirements for GS-2210-13. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In order to qualify, you must meet the general and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and network infrastructure; policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans; skill in applying, business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way IT is applied to key business functions and ensuring compliance with all guidelines; Ability to develop and interpret IT policies and plans to assess impact of changed policy and emerging technology throughout the base enclave to ensure cybersecurity compliance and ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements in support of national defense.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the command. Expert knowledge of computer systems acquisition regulations, practices, and procedures.
2. Comprehensive knowledge of organizations policy and planning formulation to significantly improve management processes, including how to select and manage IT resources.
3. Knowledge of the policies, practices, regulations, and laws concerning the acquisition lifecycle management process and initiatives. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancement, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
4. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
5. Skill in oral and written communications to discuss and defend positions, prepare staff studies for high-level review.
6. Knowledge of the DoD Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Defense Guidance).
7. Ability to formulate, justify, and execute assigned budget.
8. Ability to establish program objectives assess progress toward their achievement.
9. Ability to deal effectively with widely diverse and dispersed individuals and groups.
10. Ability to work harmoniously with all levels of personnel within the command.
11. Knowledge of Air Force safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
