Job description

Position Summary

The Field Safety Representative is the field-embedded safety presence for Telex LLC - the boots-on-ground counterpart to the Safety Director. This role travels to active substation commissioning and engineering job sites to observe operations, conduct inspections, facilitate Job Hazard Analyses, verify compliance with OSHA 1910.269 and NFPA 70E requirements, and coach crews on hazard recognition and safe work practices. The Specialist supports the Safety Director in program administration and serves as a key resource for the company's field technicians and apprentices.

Key Responsibilities

Field Safety & Inspections

  • Conduct daily field inspections and safety observations at active substation, P&C, and commissioning job sites; document findings and track corrective actions to closure.
  • Verify minimum approach distances (MAD), LOTO/de-energization procedures, arc flash PPE compliance, and energized electrical work permit requirements prior to and during energized work.
  • Facilitate and document Job Hazard Analyses (JHAs) and Job Safety Analyses (JSAs) for high-risk, non-routine, or newly scoped tasks.
  • Review job briefings and tailboards with crew leads; coach supervisors and technicians on hazard recognition and practical risk controls in the field.
  • Champion Stop Work Authority (SWA) - prepared to call and support a stop at any time for any unsafe condition, act, or omission.

Incident Support & Reporting

  • Assist the Safety Director in incident and near-miss investigations; document scene conditions, gather witness information, and contribute to root cause analysis.
  • Maintain daily inspection logs, subcontractor safety documentation, and corrective action tracking records in support of ISNetworld/RAVS audit readiness.
  • Report unsafe conditions, near misses, and emerging hazards to the Safety Director promptly; escalate Stop Work situations immediately.

Training & Communication

  • Deliver and document weekly Tailgate Talks across assigned field crews; ensure absent employees receive equivalent information.
  • Support new hire safety orientation and field-specific onboarding for technicians and apprentices joining active project sites.
  • Assist in developing and revising site-specific safe work practices, JHA templates, and safety checklists as job scopes evolve.
  • Participate in Safety Committee meetings and contribute field observations to quarterly safety performance analysis.

Contractor & Client Coordination

  • Monitor subcontractor compliance with safety programs on shared job sites; document and report violations to the Safety Director.
  • Interface with client safety representatives on site-specific hazard assessments, permitting, and PPE requirements.
  • Assist with pre-mobilization site reviews to identify client-specific hazards (arc flash levels, MAD restrictions, access controls) before crews arrive.

Required Qualifications

  • 3-5 years of safety experience in electrical utility, substation construction, high-voltage commissioning, or a directly related field.
  • Working knowledge of OSHA 1910.269, OSHA 29 CFR 1910 Subpart S, and NFPA 70E as they apply to substation and utility field work.
  • Demonstrated experience conducting field inspections, facilitating JHAs/JSAs, and delivering safety training to field crews.
  • Proficiency with arc flash PPE requirements, LOTO procedures, energized work permitting, and MAD verification.
  • OSHA 30-Hour Construction or General Industry certification (or ability to obtain within 90 days of hire).
  • Valid driver's license; ability and willingness to travel extensively to multi-state job sites.

Preferred Qualifications

  • Active certification(s): CSP (Certified Safety Professional), CHST (Construction Health & Safety Technician), and/or CUSP (Certified Utility Safety Professional), OSHA 510, OSHA 511
  • Background as a relay technician, journeyman electrician, or utility field worker - a significant differentiator for this role.
  • Familiarity with ISNetworld/RAVS prequalification platforms and contractor safety documentation.
  • Experience supporting a DOL-registered apprenticeship program or mentoring early-career technicians on safe work practices.
  • Associate's or Bachelor's degree in Occupational Safety & Health, EHS, or a related field - or equivalent combination of education and field experience.
