Oak Tree Education Consulting has been formally retained to lead a confidential, dedicated search for this role.

THE OPPORTUNITY
Our client is a privately owned, union testing and inspection firm โ€” associated with Operating Engineers Local 12 and Local 3 โ€” delivering third-party materials testing and special inspection across California, Nevada, and Utah, with experience on over 100 large-scale power projects nationwide. As they build their first dedicated HR function, this hire will own the ground-up build: safety training compliance, HR administration, and regulatory/client compliance for a ~70-person, majority union-represented field workforce.

This is exactly the kind of role Oak Tree exists for โ€” a foundation being laid from the ground up, for a team that keeps critical infrastructure safe.

Growth path: within the next 12โ€“18 months, this role is positioned to cross-train into Risk Compliance leadership as part of the client's succession plan.

IDEAL CANDIDATE

  • Bachelor's degree in HR, Business, Risk Management, or related field, or equivalent experience plus HR certification (PHR, SHRM-CP)
  • 3โ€“5 years of progressive HR administration, HR compliance, or safety/training compliance experience, with working knowledge of California employment law
  • Track record administering training programs and auditable compliance records; LMS experience strongly preferred
  • Comfortable building from scratch โ€” process, documentation, and reporting โ€” in a fast-moving, field-based environment
  • Preferred: engineering, testing/inspection, or energy field-services background; union/labor relations exposure; familiarity with ISNetworld/Avetta/Highwire, Cal/OSHA programs, or PE/NCEES and nuclear gauge licensing

COMPENSATION & PROCESS
