The Business Development Specialist will identify, qualify, and develop direct prime contracting opportunities across federal civilian and defense agencies - with a focus on SDVOSB set-asides, OASIS+ and SeaPort-NxG task orders, and targeted agency outreach. You will build VLinc's brand and relationships in markets where we are growing: Army, USAF, Space Force, VA, and the broader defense technology community. This is a high-visibility role with direct access to senior leadership and meaningful influence on the direction of the company's growth.Key ResponsibilitiesMonitor and qualify prime contracting opportunities daily across SAM.gov, OASIS+ eBuy, SeaPort-NxG, and GSA MAS - deliver same-day recommendations to leadership on relevant solicitationsBuild and develop relationships with federal agency small business offices, program managers, and contracting organizations across VLinc's target marketsDevelop VLinc's visibility and brand in non-USCG markets through conference engagement, capability brief outreach, and sustained BD activityResearch and qualify teaming partners for specific prime opportunities - background, past performance, and clearance verificationSupport outreach and engagement with Army, USAF, Space Force, VA, and DHS agency contactsRespond to Sources Sought and RFIs to maintain VLinc's visibility ahead of formal solicitationsMaintain the opportunity pipeline tracker and report pipeline status at the weekly BD team meetingAttend and represent VLinc at key industry conferences including Sea-Air-Space, AUSA, SOF Week, AFWERX forums, and other relevant events - a conference travel budget is providedTrack BD activity, pipeline value, and relationship development - report progress weeklyQualifications3–7 years of GovCon business development or capture experience - direct BD activity, not advisoryDemonstrated track record developing relationships with DoD or DHS program offices, contracting organizations, or agency small business officesFamiliarity with OASIS+ and/or SeaPort-NxG contract vehicle mechanics strongly preferredExperience with DoD or DHS logistics, sustainment, UAS, or operational support programs preferredExisting security clearance is a plus; VLinc can sponsorSelf-directed and remote-capable - manages own pipeline and schedule without daily oversightComfortable operating in a lean, entrepreneurial environmentProfessional references from prior GovCon BD roles requiredCompensationBase salary: $70,000–$90,000 depending on experienceSubmission bonus per qualifying proposal fully submitted in response to an active solicitation (RFP, RFQ, or task order request - not RFIs or capability statements)BD performance bonus from collected revenue on qualifying new prime contract wins where this role was the primary opportunity source, paid monthly as revenue is received - full terms detailed in the employment agreementPerformance bonuses require a minimum of 90 days of active employment before accrual beginsBonus accrual ceases upon separation from employment for any reason - pro-rata earned amounts on collected revenue through the last day of employment are paid on the next scheduled payment cycleConference travel budget provided for approved industry eventsSecurity clearance sponsorshipDirect access to senior leadershipDetails of compensation are subject to confirmation in the formal employment agreementWhy VLincVLinc is an SDVOSB with real past performance, real contract vehicles, and a defined growth trajectory.
