Great Waters Federal is seeking an SME IT Governance Manager for the National Capital Region or a remote position. The selected candidate will be responsible for aligning the organization's IT strategy with its business objectives, managing risk, and ensuring regulatory compliance. Additionally, this individual will oversee the development of policies, frameworks, and metrics designed to optimize IT assets and enhance operational security.

Roles and Responsibilities include, but are not limited to:

  • Develop project work plans, manage technical resources, and direct execution to deliver on scope, quality, and performance standards.
  • Direct all aspects of IT governance, including board charter development, strategic roadmap management, and oversight of compliance and risk mitigation initiatives.
  • Guide enterprise governance strategy, enabling integration across organizational units, and lead teams in process redesign and performance optimization.
  • Serve as the principal liaison with executive-level stakeholders.
  • Drive organizational adaptability and foster a culture of transparency and innovation.
  • Support the transformation and operations of IT Governance.
  • Refine and enhance IT Governance Board (ITGB) strategy, processes and activities.
  • Update and Integrate CR processes and procedures with broader IT Governance.
  • Redesign the Architecture Review Board (ARB) and implement automation.
  • Refresh DMCC processes in conjunction with new IT governance.
  • Assist the agency in identifying AI use cases and overseeing the development of AI packages.
  • Investigate emerging AI use case archetypes. Establish procedures aligned with agency policies to assess compliance with strategic objectives.
  • Coordinate architecture, strategic assessment, and project activities adhering to the IT Governance Boards.
  • Track, review, and interpret various laws, regulations and policies impacting agency.
  • Identify requirements and revise MOUs as necessary; establish and carry out procedures to ensure ongoing MOU compliance.

Basic Qualifications:

  • Bachelor's degree in information technology related field plus fifteen (15) years of professional IT experience.
  • Must be able to successfully complete, pass, and maintain a public trust investigation.
  • High proficiency in the comprehension and application of industry standard and best practice data governance and data management theories, principles, practices, and methodologies.
  • Excellent analytical skills, attention to detail, and strong problem-solving abilities.
  • 15+ years' experience in data governance, data analysis, data management, preferably in a large enterprise environment.
  • Experience in practicing or facilitating stewardship in data governance and data management technical platforms related to activities around data cataloging, business glossary development, lineage and other relationship properties, stewardship engagement, metadata enrichment.
  • High proficiency in the comprehension and application of industry standard and best practice data governance and data management theories, principles, practices, and methodologies.
  • Excellent written/verbal skills, translating technical info, stakeholder management.
  • Excellent communication and collaboration skills.
