POSITION DETAILS

Addictions Recovery Center, Inc. (ARC) in Medford, Oregon, is a behavioral health agency providing a trauma-informed continuum of care for substance use and co-occurring mental health disorders in Southern Oregon. We are seeking a Certified Alcohol and Drug Counselor (CADC) – DHS Navigator to partner with Oregon DHS Child Welfare to support families impacted by substance use disorders (SUD).


This role focuses on bridging the gap between DHS, treatment providers, and community agencies by providing clinical counseling, case management, and recovery support to parents and guardians involved in the child welfare system. The DHS Navigator plays a vital role in helping clients navigate treatment, court requirements, and family reunification efforts, all while ensuring child safety remains the priority.


This is a field-based position that requires travel to DHS Child Welfare offices, client homes, courts, correctional facilities, and treatment programs. While this role supports DHS operations, the CADC DHS Navigator is an ARC employee and will maintain regular contact with ARC supervisors, attend supervision/team meetings, and align with ARC’s mission, values, and best practices.

ARC is an anti-harassment and anti-racism agency. The successful candidate will be responsible for creating and maintaining a professional, safe, and welcoming environment for all staff and clients.


Requirements:

Education, Credentials and Skills should include:

· MHACBO Certified Alcohol and Drug Counselor (CADC) I, II, or III certification required.

· Post-secondary education in behavioral health or related field preferred.

· Experience working with DHS Child Welfare, treatment courts, or justice-involved populations preferred.

· Strong understanding of addiction treatment, clinical best practices, and trauma-informed care.

· Knowledge of Motivational Interviewing, harm reduction, and relapse prevention strategies.

· Experience in group facilitation (Parenting Groups, Relapse Prevention, etc.) is a plus.

· Proficiency in Electronic Health Records (EHR) and case documentation.

· Valid Oregon Driver’s License, automobile insurance, and a safe driving record required.

· Current CPR and First Aid Certification (or ability to obtain within 90 days of hire).

· Spanish bilingual preferred.


Key Responsibilities Include:

  • Provide one-on-one clinical counseling for individuals impacted by substance use disorders.
  • Facilitate treatment referrals and care coordination to ensure clients access the appropriate recovery services.
  • Support engagement in treatment, retention strategies, and relapse prevention techniques.
  • Collaborate with DHS, courts, probation, and treatment providers to create structured case plans.
  • Develop and facilitate a Parenting Group for DHS-involved parents, focused on healthy parenting skills, rebuilding family trust, and navigating child welfare expectations.
  • Attend DHS staffing meetings, treatment court hearings, and provide progress updates.
  • Assist clients in accessing essential resources, such as housing, healthcare, and employment support.
  • Ensure compliance with all HIPAA and CFR 42 Part II confidentiality regulations.
  • Document all client interactions, outreach activities, and referrals in compliance with agency standards.
  • Provide crisis intervention and emotional support to clients facing legal conflicts, relapse, or family separation challenges.

COMPENSATION & BENEFITS


Compensation and benefits include:


· Most ARC employees are scheduled four-days a week to support their ability to maintain a healthy work and life balance; medical and sobering positions are scheduled to work three days a week

· Starting wage $55,000 - $66,000 annually, depending on credentials, skills, and experience.

· Three (3) to six (6) weeks of Vacation accrued per year, based upon years of service

· Sick time is accrued for all employees based on regularly scheduled hours

· Ten (10) Paid Holidays each year: New Year’s, MLK Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day.
