Job description

Barbaricum is seeking a Recruiting Manager with a proven track record of leading full-cycle recruiting efforts for cleared, highly technical talent supporting Defense and Intelligence Community programs. This role moves beyond execution into strategic talent leadership, ensuring recruiting operations are aligned with business priorities, contract delivery, and long-term growth.

The Recruiting Manager will serve as a trusted partner to business leaders, driving workforce planning, enhancing recruiting capabilities, and ensuring Barbaricum remains competitive in a highly constrained talent market. This individual will oversee recruiting strategy, optimize processes, and contribute to both program execution and business development efforts.

Responsibilities:

Strategic Talent Leadership

  • Align recruiting strategy with business objectives, contract requirements, and growth priorities across strategic business units
  • Partner with senior leaders to forecast workforce needs and develop proactive talent pipelines for cleared and technical roles
  • Translate business development priorities into actionable recruiting strategies to support capture and proposal efforts

Recruiting Operations & Execution

  • Lead and execute full-cycle recruiting for cleared positions across Intelligence, IT, Data Science, and related disciplines
  • Drive improvements in recruiting processes, tools, and workflows to enhance speed, quality, and candidate experience
  • Ensure consistent, compliant, and scalable recruiting practices aligned with federal contracting requirements

Team & Stakeholder Leadership

  • Serve as a mentor and resource to recruiters (if applicable), helping elevate technical recruiting capability and consistency
  • Act as a primary liaison between recruiting, hiring managers, and program leadership to ensure alignment and accountability
  • Influence hiring decisions through market insight, candidate evaluation, and compensation guidance

Data, Metrics & Continuous Improvement

  • Track and analyze key recruiting metrics (time-to-fill, quality of hire, pipeline health, source effectiveness)
  • Use data-driven insights to inform decision-making and continuously optimize recruiting strategies
  • Identify risks in talent supply and implement mitigation strategies in competitive markets

Talent Branding & Market Engagement

  • Represent Barbaricum at recruiting events, industry forums, and networking engagements
  • Strengthen employer branding within cleared and technical communities
  • Build and maintain relationships with key talent networks, military transition programs, and industry partners

Qualifications:

  • Bachelors Degree required
  • 5+ yearsย  of progressive recruiting experience, including experience in cleared technical recruiting
  • Experience in a government contracting (GovCon) environment strongly preferred.
  • Proven ability to operate in a fast-paced, growth oriented federal contracting environment
