The Opportunity

As the Proposal Manager, you will have the opportunity to lead and manage the pursuit of large and/or complex proposals for BV's Federal Business for clients including the DOD, NAVFAC, and USAID. As a critical member of BV's opportunity pursuit teams, you will work closely with assigned capture managers, cost leads, and technical SMEs to provide leadership for pre- and post-RFP proposal development activities which include but are not limited to, strategy development, facilitation, compliance, writing, resource identification and oversight, production and submission of final proposals, and process improvement efforts based on lessons learned.

Key Responsibilities
  • Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal phases; 
  • Lead and/or support proposals in multiple roles (e.g. lead proposal manager, volume lead, section author); 
  • Interpret requirements of Federal Government solicitations (e.g., SF330s, RFPs, RFTOPs, TORPs, RFIs) and guide teams in defining compliant, compelling, and responsive proposal narratives to meet all requirements and align with BV's win strategy; 
  • Develop/produce schedules, outlines, writing templates, compliance matrices, and presentations for the proposal team; 
  • Lead and/or participate in the development of compelling themes, discriminators, and messaging for the proposal based on analysis of market intelligence and competitors; 
  • Organize and facilitate proposal meetings including kick-off and status meetings; brainstorming, solution design and storyboarding sessions; and color team reviews of the technical volume(s);   
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and understanding of the requirements are well-articulated and consistent throughout the final proposal, making ongoing recommendations throughout the development process to ensure compliance and increase proposal scorability; 
  • Serve as lead proposal section writer (e.g., Management, Technical, Capabilities, Past Performance, Staffing) authoring original content using interview and research techniques, if required; 
  • Lead and/or oversee production (edit, compilation, quality control) and submission of final proposals
Minimum Qualifications
  • Bachelor's Degree or Equivalent Experience
  • 10+ years of engineering, project execution or technical pursuit management experience
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Preferred Qualifications
  • Prior experience leading proposal efforts for contracts valued $75M+ and IDIQ/GWACs over $250M; 
  • Strong strategic-thinking and problem-solving skills (identify, analyze, research, evaluate, resolve); 
  • Demonstrated experience in proposal writing in response to all solicitation sections (e.g., Management, Technical, Staffing); 
  • Ability to create original content using interview and research techniques; 
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), SharePoint, and Adobe CS; 
  • 8-10+ years of related experience including 5+ years of experience Federal government proposal management, volume lead, support, and/or writing experience; 
  • Successful track record of leading development of high-quality, high-scoring proposals; 
  • Excellent organizational and communications skills (written, verbal, client service); 
  • Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR); 
  • Ability to work to meet deadlines (nights, weekends, and holidays possible); 
  • Ability to manage geographically disparate teams and travel for specific opportunities, as required (less than 10%). 

Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen. 

Certifications

Formal proposal training and/or relevant certifications (e.g., APMP, PMP )preferred.
