Job Description:

Blue Water Thinking is seeking an experienced and dedicated Proposal Pricing Analyst to join our team in a remote capacity. The Proposal Pricing Analyst will be responsible for analyzing financial data, creating pricing models, and developing competitive pricing strategies for proposals. The role involves ensuring the accurate and compliant preparation of pricing schedules, collaborating with cross-functional teams, and optimizing pricing strategies based on market research and trends.

Key Responsibilities:

  • Participate in and/or lead the development and preparation of cost/price proposals in response to RFP requirements, ensuring compliance with Government policies, regulations, and internal procedures.
  • Prepare, analyze, and evaluate proposal cost data using both established and innovative cost estimating methodologies and tools.
  • Support pricing of task order proposals under IDIQ contracts, ensuring accurate Schedule B attachments, rate pools, labor categories, and direct labor inputs (including hours).
  • Work closely with the capture manager, proposal manager, finance team, and executives to ensure the cost/price proposal is accurate, complete, competitive, and compliant.
  • Conduct market research and analyze pricing trends to recommend competitive and optimized pricing strategies.
  • Ensure all proposals comply with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
  • Identify and resolve any pricing-related issues or discrepancies.

Minimum Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • 5 years of experience in proposal pricing in the Federal Government contracting industry.
  • Experience supporting the pricing of task order proposals under IDIQ contracts.
  • Strong understanding of FAR and DFARS regulations.
  • Knowledge of financial principles and the ability to develop accurate pricing models.
  • Strong written and verbal communication skills to collaborate effectively with cross-functional teams.
  • High attention to detail to ensure compliance with pricing requirements and accuracy in cost data.

Preferred Qualifications:

  • Experience working with both large and small Federal Government contractors.
  • Proven experience in conducting market research and analyzing pricing trends.
  • Experience developing cost estimates and pricing strategies for government proposals.
  • Experience supporting pricing for Department of Veterans Affairs (VA) proposals

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.

Salary range: $100,000 - $120,000.
