Job description

Position Summary

Isos is hiring a hands-on Public Sector Proposal Manager to help grow our Federal and State, Local, and Education (SLED) business.

This role is ideal for a proposal professional who has supported or led proposals and is ready to take greater ownership of the full proposal lifecycle. You will identify and research relevant opportunities, support early capture activity, and lead the proposal process for approved pursuits-from kickoff through authorized submission.

You will work closely with Sales, Consulting, Solution Engineering, Marketing, Finance, and Public Sector leadership. Directors retain ownership of pursuit strategy, client relationships, teaming, pricing, and go/no-go decisions; you will bring the structure, coordination, and proposal discipline that turns approved opportunities into high-quality, compliant submissions.


What You'll Do

  • Monitor Federal and SLED procurement sources, forecasts, recompetes, RFIs, Sources Sought notices, RFQs, and RFPs for opportunities aligned to Isos' services.
  • Research potential opportunities and prepare concise briefings for leadership, including fit rationale, key requirements, timing, risks, gaps, and next steps.
  • Support early capture activities, including incumbent and market research, partner and teaming coordination, and tracking upcoming opportunities.
  • Lead proposal execution for approved pursuits by building schedules, compliance matrices, content outlines, task trackers, and submission plans.
  • Coordinate technical, staffing, pricing, past-performance, and other inputs from internal teams and subject matter experts.
  • Develop and tailor proposal content using approved company assets, knowledge repositories, and AI-enabled workflows; ensure content is accurate, relevant, and compliant.
  • Manage proposal review cycles, incorporate approved feedback, prepare final submission packages, and submit authorized responses.
  • Maintain reusable proposal content, past performance, resumes, lessons learned, and proposal metrics to continuously improve speed, quality, and win probability.


What We're Looking For

  • 3+ years of experience supporting or leading proposal development, capture, business development, or government-contracting pursuits.
  • Familiarity with Federal acquisition processes and/or SLED procurement.
  • Experience with tools such as
    Home | SAM.gov , GovWin, GovSpend, GSA eBuy, HubSpot, or similar procurement and CRM platforms.
  • Experience supporting technology consulting, Atlassian, IT service management, DevSecOps, project/program management, digital transformation, or organizational change management pursuits.
  • Experience coordinating multiple contributors to produce high-quality, deadline-driven deliverables.
  • Strong writing, editing, research, organization, and project-management skills.
  • Ability to assess complex information, identify gaps and risks, and communicate findings clearly to leadership.
  • Experience using Microsoft Office or Google Workspace and collaboration tools to manage proposal content and workflows.
  • Comfort using AI tools, such as ChatGPT, Claude, Gemini, or Microsoft Copilot, to improve research, drafting, and knowledge reuse while applying sound judgment and quality control.
  • Ability to work independently, manage competing priorities, and collaborate effectively across Sales, Consulting, Finance, Marketing, and technical teams.


Preferred Qualifications

  • APMP certification or interest in pursuing certification.
  • Experience working with Federal systems integrators, government contractors, or SLED organizations.
  • Federal Security Clearance or willingness to pursue one.

This position is primarily a work from home position and we consider applicants throughout the United States. We support pay transparency and the On-Target Earnings (OTE - which includes base salary, bonus, and other incentives) range for this position is between $90,000 - $120,000 combined plus a suite of employee benefits, paid time off, and a 401(k) plan with an employer contribution. Actual compensation can vary based on qualifications, experience, additional incentive opportunities, and geographic pay differentials.
