Job Overview:

Nemean Solutions, LLC is seeking an experienced Proposal Manager to lead the development of compliant, compelling, and winning proposals supporting the U.S. Department of Defense (DoD), Department of the Army, and other Federal agencies.


This is a hands-on management role for a high-performing professional who thrives in a fast-paced, entrepreneurial defense contracting environment. Unlike larger organizations with dedicated proposal centers, our Proposal Manager will independently own the entire proposal lifecycle coordinating subject matter experts across the organization.


The ideal candidate is highly organized, relentlessly focused on compliance, and capable of producing exceptional proposals with minimal oversight. They possess outstanding writing and editing skills, understand the Federal acquisition process, and embrace modern AI-enabled proposal tools to improve quality, consistency, and efficiency without sacrificing accuracy or compliance.



Essential Duties & Responsibilities:

Proposal Management

  • Manage proposal efforts from pre-RFP planning through final submission.
  • Develop and manage proposal schedules, milestones, compliance matrices, and production timelines.
  • Manage multiple concurrent proposal efforts while consistently meeting aggressive deadlines.
  • Coordinate technical, management, contracts, pricing, and executive contributors throughout the proposal lifecycle.
  • Facilitate kickoff meetings, proposal status meetings, color team reviews, recovery sessions, and final production activities.
  • Serve as the primary point of accountability for proposal execution and on-time delivery.

Compliance Management

  • Analyze and interpret Government solicitations, including Requests for Proposal (RFPs), Requests for Quote (RFQs), Requests for Information (RFIs), Broad Agency Announcements (BAAs), and other acquisition documents.
  • Develop detailed compliance matrices and proposal outlines that ensure complete coverage of customer requirements.
  • Verify compliance with solicitation instructions, including Section L, Section M, evaluation criteria, page limitations, formatting requirements, and submission instructions.
  • Conduct independent compliance, quality assurance, and final readiness reviews prior to submission.
  • Ensure every proposal is fully compliant, responsive, and professionally produced.

Proposal Development

  • Support writing, editing, and refining proposal content across technical, management, staffing, transition, past performance, executive summary, and corporate capability volumes.
  • Transform technical input into persuasive, customer-focused proposal narratives.
  • Maintain consistent messaging, formatting, voice, and quality throughout all proposal volumes.
  • Collaborate with subject matter experts to develop clear, compelling, and compliant proposal responses.
  • Utilize AI-assisted proposal tools to improve proposal quality, accelerate content development, and increase proposal efficiency while maintaining rigorous human oversight.

Proposal Operations & Knowledge Management

  • Develop and maintain proposal templates, compliance checklists, style guides, content libraries, resumes, past performance databases, and reusable proposal assets.
  • Establish scalable proposal processes that improve quality, consistency, and efficiency across all pursuits.
  • Identify opportunities to streamline proposal development through automation and AI-enabled workflows.
  • Continuously improve proposal operations by incorporating lessons learned, industry best practices, and emerging technologies.


Requirements:

Minimum Requirements/Education:

  • Bachelor’s degree or equivalent professional experience.
  • Three (3) to Five (5) years of experience managing Federal Government proposals.
  • Demonstrated success supporting Department of Defense (DoD) proposal efforts.
  • Strong understanding of the Federal acquisition process, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Extensive experience developing compliance matrices, proposal schedules, and proposal outlines.
  • Exceptional technical writing, editing, proofreading, and document production skills.
  • Outstanding organizational, project management, and time management abilities.
  • Ability to independently manage multiple high-priority proposals with minimal supervision.
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Adobe Acrobat.
  • Experience coordinating cross-functional proposal teams in deadline-driven environments.
  • Exceptional attention to detail with an uncompromising commitment to proposal compliance and quality.

Preferred Skills:

  • APMP Foundation, Practitioner, or Professional Certification.
  • Experience supporting U.S. Army, Air Force, Navy, Space Force, SOCOM, Defense Agencies, or other Federal customers.
  • Familiarity with NextStage, GovWin, GovTribe, SAM.gov, and other Federal opportunity and proposal management platforms.
  • Experience using AI-enabled proposal development tools, including ChatGPT, Microsoft Copilot, and other proposal automation technologies to improve proposal quality, compliance, and operational efficiency.
  • Demonstrated ability to implement AI-assisted proposal workflows while ensuring accuracy, security, and compliance with customer requirements.
