Raytheon is seeking a Tomahawk Proposal Manager who will manage proposal development and the capture of several critical portfolio growth efforts for the Tomahawk Cruise Missile portfolio.  Reporting to the Tomahawk Sr. Proposal Manager, the Proposal Manager will be a part of the portfolio leadership team that is responsible for achieving the highest combined production and recertification rates in the history of the Tomahawk program. The quickly expanding customer base, both DoD and FMS, and the need for increased inventories, is driving a demand signal that will almost triple the current throughput expectation of the Tomahawk factories and supply base. The Proposal Manager will be part of the Program Management Team for the Execution & Growth Portfolio that includes FMS Growth, Capacity and Test Equipment efforts and will work hand in hand with the Tomahawk Production & Development organizations.

**This is an onsite position at our Tucson, AZ facility

Will You Will Do: 

  • Execute timely development, analysis, and completion of proposals through collaboration with cross-functional teams.
  • Ensure proposals meet compliance, quality, schedule, and affordability targets for Raytheon and the customer.
  • Develop compliant proposal plans, outlines, cost volume documents, artifacts, and content structures that are aligned with RFP requirements.
  • Coordinate inputs across Engineering, Estimating & Pricing, Operations, Program Management, Supply Chain, Contracts, Finance, etc.
  • Manage proposal schedules, milestones, deliverables, and formal review cycles. Escalate critical path tasks when needed.
  • Assist teams with SOW redlines, pre-RFP preparations, and proposal kickoffs. Coach SMEs on BOE development and narrative structure.
  • Facilitate proposal walk-throughs with customers, fact-finding, and negotiation preparation.
  • Provide clear written and oral status updates through trackers, briefings, and presentations.
  • Build and maintain strong networks and relationships with internal and external stakeholders to support proposal development.
  • Display strong communication, influence management, and presentation skills across all levels of leadership.
  • Establish and maintain a positive team environment.
  • Travel up to 10% as required.


What You Will Learn:

  • SBU & SSBU organizational structure, responsibilities amongst the programs and the functional areas, and deliverables
  • Will learn systems to streamline proposal activities for the portfolio, which includes development, obsolescence, engineering support, and production scope. In this role, the Proposal Manager will be responsible to meet the proposal deadlines and partner with other proposal development team members to successfully execute timely and accurate submittals.
  • Will develop partnerships with the Tomahawk Program leadership team, Requirements & Capabilities, and technical leaders to ensure alignment of overall proposal requirements and path to award strategy.  The Proposal Manager will also interface and partner with the customer program office (PMA280) and contracting officers (NAVAIR) to help drive efficient contract award timelines that support overall Program growth & execution strategies.


Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 5 years’ experience
  • Prior experience developing complex, compliant proposals in technical or defense environments.
  • Prior experience with the DoD acquisition processes, including FMS and DCS.
  • Prior experience working with and/or leading cross-functional teams


Qualifications We Prefer:

  • Strong writing, editing, communication, and organizational skills
  • Experience with the USN, NAVSEA, NAVAIR customer community and contract negotiations with these entities.
  • Prior experience working in functions such as Supply Chain, Estimating, or Capture Management
  • Knowledge of and/or experience with federal proposal regulations
  • Strong proficiency in partnering with matrixed organizations.
  • Proven track record of customer relationship building.
  • Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry.
  • Working knowledge of contract formation, execution, and management.
  • Experience supporting production or sustainment proposals for major weapon systems.
  • Experience developing, reviewing, or coaching BOEs.
  • Knowledge of TINA requirements and compliance processes.
  • Familiarity with Raytheon proposal and BOE process, SBT, and gate reviews.
  • Experience interpreting RFPs, SOWs, and other acquisition documents.
  • Understanding of the DoD acquisition lifecycle.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
