Foxhole Technology is seeking a Capture Manager responsible for identifying, shaping, and executing strategic growth opportunities across DoD and Federal Civilian markets. This role will lead capture activities from opportunity identification through proposal submission and transition, developing winning strategies, building customer relationships, and partnering with technical teams to deliver differentiated solutions.

The ideal candidate is a hands-on capture professional who thrives in a fast-paced government contracting environment and can independently drive opportunities forward. This individual will collaborate closely with Business Development, Operations, Program Managers, Solution Architects, Engineers, Proposal Teams, Partners, and Senior Leadership to shape solutions and execute successful capture strategies.

The successful candidate will have experience capturing technology-focused solutions, including software development, cloud modernization, DevSecOps, systems integration, cybersecurity, and mission-focused IT capabilities. Experience supporting Air Force, USSOCOM, Special Operations Forces, or other DoD mission customers is highly desirable.

Responsibilities

  • Lead opportunity identification, qualification, shaping, and capture activities to expand existing markets, pursue new customers, and develop strategic growth opportunities.
  • Develop and execute comprehensive capture strategies, opportunity plans, and win strategies aligned with customer mission needs and company capabilities.
  • Research and analyze opportunities, including customer requirements, acquisition strategy, competitive landscape, incumbent positioning, and probability of win.
  • Build and lead capture teams consisting of Business Development professionals, technical SMEs, solution architects, proposal resources, partners, and operational leadership.
  • Develop compelling solution approaches, win themes, discriminators, and customer-focused value propositions.
  • Partner with technical teams to shape innovative solutions involving software development, cloud technologies, DevSecOps, cybersecurity integration, systems engineering, and mission IT capabilities.
  • Engage with customers, stakeholders, industry partners, and teaming organizations to understand mission challenges, influence requirements, and position the company for success.
  • Support pipeline development through customer engagement, industry events, conferences, networking, and market research.
  • Identify and develop teaming strategies, including prime/sub relationships, strategic partnerships, and subcontractor opportunities.
  • Work closely with Proposal Managers throughout the proposal lifecycle to ensure alignment between capture strategy, technical solutions, pricing strategy, and proposal execution.
  • Facilitate development of proposal strategy, technical approaches, themes, discriminators, and executive messaging.
  • Coordinate proposal milestones, including solution reviews, color team reviews, and leadership reviews.
  • Support cost strategy development and collaborate with pricing and contracts teams.
  • Coordinate contract-related documentation including NDAs, teaming agreements, subcontract agreements, and other capture-related agreements.
  • Maintain accurate opportunity data, pipeline status, and capture artifacts within company business development systems.
  • Support transition planning and startup activities to ensure successful handoff from capture to program execution.

 

Minimum Requirements

  • Minimum 5 years of experience in Capture Management, Business Development, Proposal Management, Program Operations, or related government contracting roles.
  • Demonstrated experience supporting DoD and/or Federal Civilian government contract pursuits.
  • Experience developing and executing industry-standard capture processes from opportunity identification through contract award.
  • Experience capturing technology-focused solutions and working with technical teams to develop differentiated approaches leveraging modern IT capabilities. 
  • Strong understanding of government acquisition processes, including RFP analysis, competitive assessments, customer engagement, teaming strategies, and proposal development.
  • Demonstrated ability to develop and maintain strong relationships with government customers, industry partners, and internal stakeholders.
  • Ability to independently manage multiple concurrent opportunities and priorities in a fast-paced environment.
  • Strong written and verbal communication skills, including the ability to develop executive-level briefings, capture documentation, and proposal content.
  • Strong organizational skills with attention to detail and the ability to lead cross-functional teams.
  • Experience supporting Air Force, USSOCOM, Special Operations Forces, or other DoD mission customers preferred.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
  • Willingness and ability to travel for conferences, customer meetings, site visits, and partner engagements.
  • Valid state driver's license with acceptable driving record.
  • Active DoD Secret clearance w/Top Secret eligibility preferred; candidates with the right background may be sponsored.
