What is a proposal capture manager?

A Proposal Capture Manager is a professional responsible for leading and coordinating the efforts to secure new business opportunities, particularly in government or large-scale commercial contracting. They oversee the entire capture process, from identifying opportunities and understanding client requirements to developing winning strategies and managing proposal submissions. Their duties often include collaborating with cross-functional teams, analyzing competitors, and ensuring proposals meet all technical and compliance standards. Proposal Capture Managers play a critical role in increasing a company's chances of winning contracts by aligning resources and strategies to client needs.

Strong organizational, leadership, and persuasive communication skills set exceptional candidates apart. • Lead captures exceeding $100M, including tailored win strategies for FFP and fixed-unit-price contracts with a focus on risk assessment, pricing sensitivity, and delivery assurance.
  • Build and inspire high-performing capture teams, overseeing solution development, competitive analysis, customer engagement, and proposal strategy.
  • Serve as a mentor, elevating capture excellence across the organization through sharing best practices and innovative techniques.
  • Strategically engage senior government stakeholders and teaming partners to shape opportunities and influence acquisition methodologies.
  • Develop and manage capture budgets, ensuring responsible investment allocation and measurable ROI for all pursuits.
  • Convert complex mission requirements into executable plans aligned with evolving customer objectives and acquisition trends.
  • Collaborate with business development, proposal management, pricing, contracts and line organizations to develop compelling, winning proposals.
