Job description

We have an Excellent Contract position for aย Senior Proposal Management Specialistย to join a leading Company located in ย Huntsville, AL.

**US Citizenship is required.**
ย **Candidate must have the ability to obtain and maintain a Secret Security Clearance.**

Under the leadership of the Director of Proposal Operationsย within the company, this critical Proposal Management role isย accountableย for using Capture Plan elements to prepare an effective Proposal Plan and Proposal Strategy, then leading the proposal teamย in developingย a highly competitive, compliant, winning-level proposal.ย Proposals will involveย theย company andย customer proprietary, firewalled, classified, ITAR andย EAR, and other sensitive information.ย This is a highly networked position that includes partnerships and business alignment with Capture Teams and other functions across the business.

Job Responsibilities: ย 
  • Estimate, secureย andย effectively manage proposal budgets
  • Proactively identify proposal team members with necessary experience, skill setsย andย subject matter expertise; secure their commitments toย participate
  • Transfer Capture Plan information effectively into the proposalย process
  • Prepare Proposal Plan with all elements necessaryย to effectively lead the team and manage theย process
  • Effectively tailor standardized proposal process to fit business needs for timely executionย maximizingย efficiency while providing high-quality, compliantย andย compelling proposals.
  • Ensure comprehensive proposal readiness, including pre-proposal efforts that effectively implement the winย strategy
  • Champion proposal professionalism and skills acquisition among team members
  • Conduct effective Proposal Kickoff meetings, communicating all necessary information and assignments in a manner that informs, orients, inspiresย andย energizes theย team
  • Align collocated or virtual proposal participants to become a smoothly operatingย team
  • Involve senior leadership at key phases of the proposal to ensure alignment; provide status and reporting, including immediate notification when critical issues emerge or additional resources areย required
  • Lead proposal tag-up (standing) meetings, conveying necessary information, statusย andย resolving issues and resource needs in an effective manner
  • Provide ever-strengthening leadership-level knowledge of the technical solution and program elements and effectively work with engineering, program managementย andย other disciplineย leads
  • Use an effectively tailored industry/company-standard proposal process and best practices (e.g., annotated outlining, storyboarding/mockups, color reviews, Just In Time training)
  • Review and read completed proposal sections throughout the proposal development process, ensuring complete compliance with solicitation requirements and that the proposal meets or exceeds evaluationย criteria
  • In close partnership with the Capture Manager, ensure timely, effective color team reviews (e.g., Pink, Red, Gold)
  • Strong grasp of all elements that go into cost/pricing effort, including refinement of cost-related elements to meet Price to Win targets
  • Lead or participate in Functional and Executive Level Reviews to successfulย approval
  • Deliver compliant, responsive, error-free, professional quality, winning-level proposals within customer-definedย timeframe
  • Support capture of post-submittal proposal team lessonsย learned
  • Lead proposal team in preparing Best and Final Offers (BAFOs) and Final Proposal Responses (FPRs), as requested

Basic Hiring Criteria:
  • Bachelor's Degree and minimumย 6ย years of prior relevant experienceย orย Graduate degree and minimum of 4 yearsย priorย relevant experience.ย ย In lieu ofย a degree, minimum of 10 years of prior related experience.
  • Demonstratedย experience-developingย relationships with internal and external customers while creating and guiding highly effective proposal teams
  • Excellent performance in organizing and motivating diverse teams to come together as one in the pursuit of winning
  • Demonstrated ability to work collaboratively across a large distributed business, managing diverse tasks, requirements, and competing commitments
  • Responds efficiently/effectively to time-critical requirements with exceptional results; record of successfully interfacing with Business Development disciplines and varied levels ofย leadership
  • Exceptional verbal and written communicationย skill

Desired Qualifications:ย 
  • Experience within DoD and/or Federal Government acquisition environment or relevant certification from the Defense Acquisition University
  • Experience heavily weighted towards managing proposals for new product development in a competitive environmentย directย to Prime or Governmentย customers
  • Graduate degree from an accredited university or college in a relevant area of study
  • Proposal management certification (e.g., APMP, Shipley, company internal)
  • Extensive proposal management and process training (e.g., Shipley, SM&A, Lohfeld)
  • Project Management certification from Program Managementย Institut
