Job description

Overview of position:

FEDITC seeks an Alternate Program Manager to work in Indianapolis, IN area to serve as the designated deputy for all DFAS Enterprise Services Labor Initiative (ESLI) contract operations. This position provides full management authority when the Primary PM is absent and maintains day-to-day operational oversight of contractor performance supporting the DFAS Common Computing Environment (CCE).

On-site presence required at designated location

An active Top Secret/SCI security clearance and a United States Citizenship is required to be considered for this position.

Responsibilities

  • Act with full authority for the contractor when the Primary Program Manager is absent, including all Government communications and decision-making
  • Provide daily operational oversight of contractor technical teams across all task areas
  • Support development and maintenance of the Program Management Plan, Quality Control Plan, and Risk Management Plan
  • Monitor contract performance metrics against PRS requirements and coordinate corrective actions
  • Manage deliverable schedules, review technical documentation, and ensure compliance with format and content requirements
  • Coordinate workforce management including onboarding, training compliance tracking, and certification maintenance
  • Support transition planning and execution activities for contract phase-in/phase-out
  • Liaise with DFAS technical staff and CCB for change management coordination
  • Prepare and deliver status reports, Monthly Status Reviews (MSRs), and performance metrics to Government stakeholders
  • Support COOP exercises and emergency response coordination

Required Experience/Skills:

  • Minimum 8 years of progressive IT project management experience within DoD or Federal Government environment
  • Demonstrated experience as a project controller for efforts similar in size and scope
  • Experience managing IT infrastructure operations in enterprise data center environments
  • Strong knowledge of project management methodologies, scheduling, and resource planning
  • Excellent written and verbal communication skills with experience briefing Government officials
  • Experience with DoD STIG policies, standards, and procedures
  • Knowledge of quality assurance programs and performance metrics tracking
  • Experience coordinating multi-disciplinary technical teams in high-availability environments
  • Ability to support COOP exercises and emergency operations

Preferred Qualifications:

  • DFAS or DoD financial management system support experience
  • Hybrid cloud operations experience with Azure Government
  • ServiceNow or enterprise ITSM platform experience
  • Experience with 24/7/365 operations and shift management

Education:

  • BA/BS Degree

Certifications:

  • Project+/CAPM and Security+ (or equivalent per 802 A)
  • Computing Environment (CE) certification required for privileged access roles
  • Must obtain and maintain all mandatory DoD 8140 certifications

Clearance:

  • Active Top Secret/ SCI clearance is required.
