Job description

DecisionPoint seeks aย Program Managerย to provide leadership, oversight, and delivery management for Global Information Technology Support Services supporting the Military Surface Deployment and Distribution Command (SDDC) Deputy Chief of Staff for Information Management (G6). This positionย is responsible forย managing contractor personnel, coordinating task execution,ย maintainingย performance standards, and serving as the primary authorized point of contact for the Government Contracting Officerโ€™s Representative (COR).ย 

The Program Manager will oversee enterprise IT services across multiple functional areas, including cybersecurity, customer support, systems administration, network infrastructure, VTC/multimedia support, database administration, and web support. The role requires strong experience leading DoD IT services contracts, managing geographically dispersed teams, ensuring contract deliverables are completed on schedule, and supporting mission continuity across CONUS and OCONUS environments.ย 

This position isย locatedย at HQ SDDC, Scott Air Force Base, Illinois.ย

Theย Program Managerย will:ย 

  • Serve as the primary authorized point of contact for the Government COR andย interface regularly withย Government management personnel.ย 
  • Provide overall program management for contractor personnel performing work across all PWS task areas.ย 
  • Manage staffing, onboarding, scheduling, performance coordination, and workforce availability across the task order.ย 
  • Formulate, implement, and enforce work standards to ensure contract performance aligns with Government requirements and mission priorities.ย 
  • Assign schedules and coordinate resources to ensureย timelyย completion of tasks, deliverables, milestones, and surge support requirements.ย 
  • Oversee preparation, submission, and maintenance of required contract deliverables, including the Task Order Management Plan, Monthly Status Reports, In-Process Review materials, trip reports, meeting minutes, and Employee Status Reports.ย 
  • Monitor task order performance,ย identifyย issues or problem areas, and coordinateย timelyย corrective actions with technical leads and Government stakeholders.ย 
  • Notify the Government of missed milestones within required timelines and support development of Plans of Action and Milestones.ย 
  • Review work discrepancies and coordinate resolution with contractor leads, technical staff, the COR, KO, or other Government representatives asย appropriate.ย 
  • Communicateย contractย objectives, policies, priorities, and organizational goals to subordinate personnel and task leads.ย 
  • Coordinate with technical leads across cybersecurity, help desk, systems administration, network operations, VTC, web, and other support functions to ensure integrated service delivery.ย 
  • Support quarterly In-Process Reviews by summarizing task order status, progress, concerns, recommendations, and performance trends.ย 
  • Ensure personnelย maintainย required availability, access, clearance, certification, and training compliance throughout the period of performance.ย 
  • Support transition-in, transition-out, continuity of operations, and knowledge transfer activities to minimize disruption to SDDC mission operations.ย 
  • Ensure contract activitiesย comply withย applicable DoD, Army, USTRANSCOM, SDDC, security, information assurance, and operational requirements.ย 

Clearance Requirement:ย ย 

  • Must hold an activeย Secretย clearance.ย 
  • Must be eligible to obtain andย maintainย required Common Access Card (CAC), facility access, system access, and Government network access.ย 

Education:ย 

  • Bachelorโ€™s degree in Business Administration, Information Technology, Program Management, Engineering, orย relatedย discipline.

Experience:ย 

  • Minimumย 8 yearsย of experience managing enterprise IT services, technical operations, or mission support programs.ย 
  • Experience leading DoD or federal IT services contracts with multiple technical workstreams and geographically dispersed personnel.ย 
  • Demonstrated experience managing contract deliverables, staffing plans, schedules, performance standards, risk items, and customer reporting.ย 
  • Experience interfacing with Government CORs, Contracting Officers, program managers, technical leads, and senior stakeholders.ย 
  • Experience supporting IT service delivery in secure DoD environments, including helpย desk, cybersecurity, systems administration, network operations,ย orย infrastructure support.ย 
  • Experience managing transition-in, transition-out, surge support, and continuity of operations activities on federal contracts.ย 

Technical Knowledge:ย 

  • Knowledge of enterprise IT service management practices, including incident management, service reporting, performance tracking, and customer support operations.ย 
  • Understanding of DoD cybersecurity, information assurance, access control, and compliance requirements.ย 
  • Familiarity with Risk Management Framework, DISA STIGs, DoD information systems access requirements, and cybersecurity workforce certification expectations.ย 
  • Ability to manage performance across multiple technical domains, including systems administration, cybersecurity, network infrastructure, VTC support, database administration, and web support.ย 
  • Knowledge of contract management practices, including deliverable tracking, staffing reporting, issue escalation, and performance documentation.ย 

Certifications (Preferred):ย 

  • Project Management Professional (PMP) certification.ย 
  • ITIL Foundation or higher certification.ย 
  • DoD 8140 / 8570 certification.ย 

Skills:ย 

  • Strong leadership, communication, and stakeholder management skills.ย 
  • Ability to manage multidisciplinary technical teams across distributed locations.ย 
  • Strong organizational skills with attention to deliverables, schedules, staffing, and contract compliance.ย
