Position Overview

Join Get Covered Illinois and play a pivotal role in expanding access to affordable health insurance coverage for individuals and families across Illinois. As the Navigator Contracts Program Manager, you will lead the administration of the State's Navigator Grant Program, a high-impact initiative that connects Illinois residents with enrollment assistance. This position serves as the primary manager for a multi-million-dollar statewide program, overseeing competitive funding opportunities, contract and grant administration, partner performance monitoring, compliance activities, and financial stewardship. The successful candidate will collaborate with leadership, community organizations, and cross-functional teams to ensure program effectiveness, accountability, and compliance with federal and state requirements. The ideal candidate is a strategic and results-oriented professional with experience in program management, grants or contract administration, compliance monitoring, and financial oversight. This role offers an opportunity to make a meaningful public service impact by supporting a network of community-based organizations that help Illinoisans access critical health insurance resources.

Get Covered Illinois is the State of Illinois's new Health Insurance Marketplace. Get Covered Illinois's mission is to increase access, enrollment, affordability, and choice for individuals and families by connecting them to health insurance plans and savings available through the Affordable Care Act. Get Covered Illinois provides pathways to coverage through a consumer-centric online application platform, a Customer Assistance Center, localized outreach and education strategies and a network of in-person assisters embedded in communities across the state that help Illinoisans enroll in the coverage that best meets their families' needs. Get Covered Illinois is part of the Illinois Department of Insurance and has offices in Chicago and Springfield.

Essential Functions

Under general direction of the Outreach and Partner Relations Director, serves as the Navigator Contracts Program Manager for the Get Covered Illinois (GCI) Health Insurance Navigator Program.
Serves as the lead for contract and agreement related matters, ensuring ongoing programmatic and compliance support through resources and guidelines.
Utilizes grant and contract expertise to inform GCI and Department leadership on Navigator program policy, strategy, and metric tracking.
Continuously tracks financial monitoring and program reporting.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

Prefers at least two (2) years of professional experience with Affordable Care Act (ACA) consumer assistance programs, such as federal Navigators and Certified Application Counselors.
Prefers at least two (2) years of professional experience in federal Navigator administration, contract, or grant monitoring of complex federal, state, and/or local programs.
Prefers at least two (2) years of professional experience with performance/program reporting, including skill in reviewing extensive application documents, budgets, or for quality control and compliance with state/federal statutes.
Prefers at least two (2) years of professional experience managing large-scale programs involving prime contractors/grantees and sub-recipient organizations.
Prefers working knowledge of state financial compliance frameworks, such as the Grant Accountability and Transparency Act (GATA) and/or the Illinois Procurement Code.
Prefers two (2) years of professional experience performing fiscal reconciliations, budget formation, or budget variance analysis.
Prefers two (2) years of professional experience developing and making presentations, conducting training, and providing technical assistance and compliance oversight to program participants or vendors.
Prefers two (2) years of professional experience managing and analyzing large, complex datasets utilizing spreadsheet software and cloud-based program reporting systems.

Specialized Skills

Requires at least two (2) years of professional experience with Affordable Care Act (ACA) consumer assistance programs, such as federal Navigators and Certified Application Counselors.
Requires at least two (2) years of professional experience in federal Navigator administration, contract, or grant monitoring of complex federal, state, and/or local programs.

Conditions of Employment

Requires ability to travel in the performance of duties, with overnight stays as appropriate.
