Position Overview
The Judicial Council of California (JCC) is seeking an experiencedย Management Consultantย to provide strategic advisory and analytical services supporting theย Research, Analytics, and Data (RAD)ย divisionโ€™s data roadmap and enterprise data warehouse initiatives. The consultant will assess the current data environment, identify areas for improvement, and develop a phased execution roadmap for data governance, architecture, and reporting maturity.
ย 
Duties and responsibilities include:

โ€ข Understand current state and how it relates to RAD's data roadmap and data reporting needs.

o Engage with product, IT, and data stakeholders

o Map end-user functionality

o Review and document existing data flows, responsibilities, escalation paths, and support model.

o Highlight areas for improvement in ownership and metadata.

โ€ขย Build Alignment Around Next Steps

o Work with Operations Architect to translate findings into technical and organizational opportunities for RAD

o Facilitate meetings focused on priorities and areas for improvement.

o Lay groundwork for shared principles and long-term platform maturity

Deliverables

โ€ขย Discovery Brief

o Analysis of how current architecture and practices impact data quality and trust

o High-level recommendations for improvement, stewardship, and maintainability

โ€ข Execution Roadmap

o Phase 1: Tactical improvements, e.g, targeted refactors, ownership recommendations.

o Phase 2+: Structural evolution, e.g, improved metadata, clearer contracts, platform governance enhancements

Required Skills

1. Minimum Job-Specific Skills/Qualifications Required (in order of relative importance):

โ€ขย Bachelorโ€™s Degree in Business, Data Management, Computer Science, or related field.

โ€ขย 10+ yearsย of experience in public sector project or program oversight, business analysis, and strategic data consulting.

โ€ข Extensive experience as a business data consultant versed in architecture and technologies to support cloud-based data warehouses.ย 

โ€ข Project management and documentation skills.

โ€ข Ability to analyze issues and recommend solutions.

โ€ข Project management experience, including conflict resolution, issue escalations, status reporting and resource management.

โ€ข Experience creating policy or governance documents.

โ€ข Excellent oral, written, analytical and communication skills with the ability to lead a technical discussion with technical and non-technical staff.

โ€ข Excellent analytical, verbal, and conflict resolution skills.

โ€ข Experience leading and working with cross-functional teams.

โ€ข Understanding of data automation and data pipelines from a business data owner perspective.

2. Additional Skills/Qualifications Desired:

โ€ข Understanding of courtroom operations and workflow.

โ€ข Experience in government (State Level) setting.

โ€ข A technical understanding of tenancy in a cloud-based data warehouse.

โ€ข Experience with Snowflake, Talend, and PowerBi.ย 

โ€ข Excellent presentation skills for both technical and non-technical audiences, including creating and presenting executive summaries to management and technical committees.

โ€ข Experience in user research and data analysis.

โ€ข Experience working closely with Security and Compliance on programs (for example, FedRAMP, SOC2, GDPR) to ensure best practices.
