Position Summary / Objective:

This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Strategic Submarines (PEO SSBN), and Team Submarine (TSUB). PMS 396 provides acquisition, engineering, logistics, and project management support to Ohio Class Submarines.

KMS Solutions, LLC is seeking a highly motivated individual to serve as a Program Integration Support Analyst. As a program integration analyst, you will be responsible for providing executive-level support to the Program Integration PAPM / Chief of Staff assisting in overseeing and managing the strategic operations and daily operations of the client organization. This includes coordinating with various departments to ensure consistent messaging and completion of strategic actions, smooth and efficient business processes, implementing and monitoring operational policies and procedures, and identifying opportunities for process improvements.


Essential functions:

  • Provide executive-level direct support to the Program Integration PAPM / Chief of Staff PMS 396, in support of PMS 396 Deputy Program Manager (DPM) and Program Manager (PM) strategic and corporate operations priorities.
  • Assist in development of PMS 396 strategic messaging through coordination with PMS 396 PAPMs, matrixed organizations, COLUMBIA Class New Construction (PMS 397), Submarine Industrial Base (SIB), Chief of Naval Operations (OPNAV) Resource Sponsor, Deputy Assistant Secretary of the Navy (DASN) Ships Action Officer, and Direct Reporting Portfolio Manager (DRPM) Submarines Strategic Communications team
  • Develop Flag level, Congressional, and Senior Navy official briefings for presentation by PMS 396 PM and DPM.
  • Develop responses to Congressional requests for information, Reports to Congress, Navy Flag/SES Level and DRPM Submarines inquiries, and Government Accountability Office (GAO) inquiries.
  • Develop senior leadership OHIO Class programmatic talking points and white papers.
  • Responsible for review and adjudication of PMS 396 Standard Operating Procedures, Training Packages, and Memorandums of Agreement.
  • Assist in management of PMS 396 Program Manager and Deputy Program Manager support efforts to include: maintenance of PM/DPM calendars, PM/DPM travel management, program office visit requests, program office correspondence, program office awards, seating/unseating requests, and onboarding/departing efforts.


Required education and experience:

  • Bachelor’s level degree in Accounting, Finance, Economics or Business Administration.
  • 7 years of professional experience, especially corporate operations.
  • Experience as an Action Officer.
  • Experience supervising executive assistants and front office staff.
  • Experience supporting senior military or civilian clients.
  • Project management experience.


Competencies:

  • Strong written and oral communications.
  • Proficient with Microsoft Office Suite.
  • High attention to detail.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.


Telework:

Telework is not allowed for this position. However, that may change based on customer requirements.


Travel:

No travel is expected with this position, however, it may be required at direction of NAVSEA customer
