Job description

Job Description:

The selectee will be part of a small team at a U.S. Navy lab required to support development efforts, including integration, lab testing, and formal test and evaluation (T&E)/field testing for a Program Manager Warfare/Acquisition (PMW/A) 170 Program of Record (POR) .

Specific Tasking and Duties:

  • Report regularly to the DT&E government Lead on status of test activities
  • Review and provide comments to program test strategy and major T&E related programmatic documentation, such as, Test and Evaluation Master Plan (TEMP), Test and Evaluation Strategy (TES), and Master Test Strategy (MTS), and charters; any experience with development of these documents a plus
  • Develop/facilitate development of required T&E deliverables including test plans, test procedures, test reports, and Test Readiness Review (TRR) artifacts and other documentation, such as briefs, agendas, minutes, schedules, daily test statuses (i.e., End-of-Day Reports (EODR))
  • Lead and/or support test planning, execution and reporting activities in support of test events at various locations in the laboratory and operational test environments (i.e., Developmental Test (DT); Integrated Test (IT); Regression Testing; etc.), including data collection and analysis
  • Coordinate the T&E Working-level Integrated Product Team (WIPT) meetings and other T&E working group meetings, as required, including conference room reservations (Classified and Unclassified)
  • Collaborate with representatives of other program functional areas/disciplines  (i.e., Systems Engineering; Cyber Security; Scheduling; etc.) and labs to ensure interdependencies are factored into planning for test events
  • Coordinate with other agencies and representatives including Operational Test Agencies, Joint Interoperability Test Command (JITC), Office for the Chief of Naval Research and Director, Innovation Technology Requirements and Test and Evaluation (OPNAV N94), Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) Test and Evaluation (T&E) Director, PMW/A 170, Fleet user/System of Systems (SoS) representatives (i.e. Naval Computer and Telecommunications Area Master Station Pacific, PMW-770, PMW 160, etc.), and Contractor Vendors, as required
  • Coordinate with Fleet schedulers, laboratories, and operational sites in support of planning efforts for test events to coordinate resources (e.g., Satellite Access; platforms; personnel support; training; etc)
  • Perform data collection using a variety of lab equipment (i.e. Oscilloscopes; BERTs; Network Analyzers; etc.)
  • Perform mechanical and electrical fabrication and troubleshooting, as required
  • Participate in and/or host meetings with internal and external personnel to include development of briefings, agendas, and minutes, preparation and distribution of meeting invites, and other relevant material
  • Must be innovative and willing to tackle challenging situations to meet the customer's specific requirements

Required Experience:

  • 2-4+ years of T&E experience
  • Experience with system developmental type test events
  • Knowledge of the DoD and Navy T&E and acquisition processes in the Defense Acquisition life cycle management, including Joint Capabilities Integration and Development System (JCIDS) process
  • Intermediate knowledge of experience with MS Office suite, specifically MS Word, PowerPoint, and Excel.
  • Strong oral and written communication skills

  • Analytical, organized, and a self-motivated learner
  • Ability to communicate and coordinate effectively within Navy chain of command
  • Ability to collaborate/work well with others and thrive in fast-paced environment
  • Must have excellent critical thinking and problem-solving skills
  • Ability and willingness to travel to support critical test events as needed in support of test execution
  • U. S. Citizen with minimum SECRET clearance with the ability to obtain TOP SECRET (TS)/SENSITIVE COMPARTMENTED INFORMATION (SCI)

Desired:

  • Bachelor of Science from an accredited college in an applicable discipline such as Engineering, Computer Science, Physics, Mathematics or equivalent
  • Prior knowledge of RF SATCOM (HF, AEHF, etc.) communications background preferred
  • 5+ years of direct Navy T&E experience
  • Model-Based Systems Engineering and statistical analysis background
  • Test Automation experience
  • Familiarity with Middle Tier of Acquisition (MTA)
  • Familiarity with other functional areas, such as Cyber Security, Systems Engineering, and Logistics and how they impact T&E
  • Knowledge of other Microsoft products, such as, Visio, Project, and Teams
  • Familiarity with Agile Development

Pay range: $88,000.00 - $115,900.00
