Job Title: Sr. Associate, Subcontracts

Job Description: 

Subcontracts at L3Harris cover a variety of customer segments, including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. This will oversee the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution, and closeout steps. L3Harris Subcontracts is a diverse landscape of technologies, products, and services for development, production, technical & professional services requirements.  Subcontracts leverage the variety of subcontract types (i.e., fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements, generation of the solicitation/request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of cost, schedule, and quality.

Essential Functions: 

  • Develops an understanding of the basic concept, use, and purpose of Subcontracts.
  • May be assigned to prepare PO/Subcontracts compliant packages as required and administer ongoing/awarded subcontracts as proficiency increases.  
  • Responsible for navigating routine tasks with assistance.
  • Assist in locating information in systems by running reports or navigating through software programs.
  • Develops an understanding of Subcontracts' relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
  • Develops an understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and others.
  • May participate in proposal activities by completing actions assigned by the Subcontracts Manager, leading proposal efforts.
  • Helps with the timely administration of subcontracts, purchase orders, contract modifications, requests for proposals, negotiations, and processing of legal documents.
  • Develops an understanding of forecasting and the Supply Chain's influence on the annual operating plan to include orders, sales, profit, and cash flow. 
  • Helps in managing subcontractor performance to include scorecards, terms and conditions, and active communication.

Qualifications: 

To be eligible, applicants must be pursuing a Master's Degree in  Business Administration, Supply Chain Management, Operations, Engineering, or a related field or have completed their Masters degree within the last 12 months, regardless of age.

In compliance with pay transparency requirements, the salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $60,500.00 - $112,500.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including relocation stipend, 401(k), EAP, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
