Job Title: Senior Business Analyst / Senior ERP Financials Business Analyst

Location: Hybrid Role- Dover, DE (3 days onsite and 2 days remote)

Duration: 12+ Months

Rate: $50-60/hr on W2 or $60-70/hr on C2C or 1099- MAX

Onsite interview-candidates need to be able to go onsite for an interview. -This is a hybrid position requiring a minimum of three (3) days per week onsite at the State of Delaware Division of Accounting offices in Dover, Delaware.

Job Description: We are looking for a Senior Financials ERP Business Analyst to serve as the primary business analysis resource supporting the ERP Financial Management System (FMS) Modernization initiative. This position will be hybrid in Dover, DE.

What You'll Do
  • This individual will work collaboratively with executive leadership, functional stakeholders, and the Solution Integrator to ensure business requirements, business processes, data, and testing activities are well-defined, validated, and delivered on schedule
  • This is a handsโ€‘on, high-impact role for a Senior Business Analyst who thrives in complex, fast-paced government technology environments and consistently delivers high-quality work within established project timelines
  • Lead the gathering, documentation, and validation of business and functional requirements across all Finance workstreams including Budget, Pay to Procurement, AR, Billing, Projects / Grants, Assets Management, and GL
  • Analyze current-state PeopleSoft processes and design future-state Workday solutions, identifying gaps, opportunities, and risks throughout the process
  • Develop, validate, and maintain business requirements, functional specifications, business process documentation, process flows, user stories, and use cases to support implementation readiness, Solution Integrator design workshops, and system configuration
  • Lead implementation readiness activities by identifying business process gaps, documenting business decisions, maintaining requirements traceability, and preparing implementation artifacts for Solution Integrator onboarding
  • Perform data analysis, data mapping, and migration validation activities to ensure data integrity throughout the transition
  • Consistently deliver high-quality business analysis deliverables within established project timelines while effectively managing multiple priorities
  • Facilitate requirements gathering workshops, stakeholder interviews, and working sessions with business owners, Finance teams, and technical staff
  • Present findings, recommendations, and requirements documentation to executive and C-suite stakeholders with clarity and confidence
  • Maintain requirements traceability throughout the full project lifecycle โ€” from gathering through design, testing, and deployment
  • Collaborate closely with the Senior Project Manager and Functional Project Manager to ensure business requirements are aligned with project plans and organizational objectives
  • Support UAT planning, test case development, and defect resolution in coordination with the project team and system integrator
  • Identify and document business process risks and requirements gaps, recommending mitigation strategies to the project leadership team
  • Assist in development of training materials and support end-user training activities as the project moves toward goโ€‘live
  • Contribute to RACI and RAID log activities from a business requirements and process perspective
  • Support postโ€‘implementation activities including lessons learned documentation and process improvement recommendations
  • Collaborate with functional leadership, project management, and the Solution Integrator to ensure business decisions, requirements, and deliverables are completed in accordance with the project schedule.
What You'll Need Required
  • 7+ years of Business Analysis experience, with at least 3 years supporting ERP Finance or ERP implementations
  • Handsโ€‘on experience with Workday and/or PeopleSoft, including process analysis and requirements mapping
  • Deep knowledge of Financial functional areas including Budget, Pay to Procurement, AR, Billing, Projects / Grants, Assets Management, and GL
  • Proven ability to gather, translate, and communicate complex business requirements to both technical and executive audiences
  • Experience with data analysis, data mapping, and migration validation
  • Strong executive presence with the ability to present confidently to Cโ€‘suite and senior government leadership
  • Experience developing BRDs, functional specifications, user stories, process flows, and use cases
  • Familiarity with RACI frameworks and RAID log contributions from a BA perspective
  • Experience with SDLC, Agile, and/or hybrid delivery methodologies
  • Bachelorโ€™s degree in Business, Information Systems, or related field
  • Demonstrated experience leading implementation readiness activities and delivering highโ€‘quality business analysis artifacts within established project timelines.

  • Experience supporting PeopleSoft to Workday migrations
  • Background in public sector or government technology environments
