Purpose
Reporting to the U.S. Head of U.S. Policy Management, the Senior Manager is responsible for overseeing the organization's policy management framework, governance processes, and supporting technology platforms. This role combines policy governance expertise with strong technical and analytical capabilities to ensure effective administration, governance, reporting, and continuous enhancement of policy management processes and systems.

The incumbent partners with stakeholders across business lines to ensure policy documents are effectively governed, maintained, monitored, and reported throughout their lifecycle. Responsibilities include administration of the policy management platform, workflow and metadata management, policy governance reporting, data governance, identification of automation opportunities, system configuration, and support for platform enhancements that improve the efficiency, transparency, and effectiveness of the policy management program.

Accountabilities
  • Policy Governance and Lifecycle Management
    • Accountable for the administration and oversight of the end-to-end policy management lifecycle, ensuring policy documents are developed, reviewed, approved, published, maintained, and retired in accordance with governance requirements.
    • Provides expert guidance to Policy Document Owners, Content Managers, and stakeholders on policy governance standards, document structure, and regulatory expectations.
    • Ensures the accuracy and integrity of policy inventories, metadata, ownership assignments, and document relationships.
    • Oversees annual policy attestations, periodic document reviews, and governance monitoring activities.
    • Supports internal audits, regulatory examinations, and governance reviews by providing documentation, reporting, and subject matter expertise.
  • Technical and Analytical Skills
    • Accountable for the administration, configuration, and ongoing optimization of the policy management platform to support governance objectives and user needs.
    • Leads technology-related initiatives, including system enhancements, data remediation activities, workflow improvements, automation opportunities, and AI-enabled solutions that strengthen policy oversight and operational efficiency.
    • Utilize analytics platforms (e.g., Excel, Power BI, Python) to support policy management reporting.
    • Oversees user acceptance testing (UAT) for platform releases, upgrades, and enhancements, ensuring changes are appropriately evaluated and implemented.
    • Partners with stakeholders and vendors to gather business requirements, enhance system functionality, improve user experience, and influence platform development roadmaps.
    • Develops and maintains data governance practices and system controls to support the reliability, quality, and integrity of policy management information.
  • Reporting, Data Analytics & Insights
    • Accountable for the development and delivery of policy governance reporting, dashboards, metrics, and management information that support decision-making and regulatory compliance.
    • Analyzes policy inventory trends, lifecycle compliance, approval timelines, attestation results, and overdue document metrics to identify risks, themes, and improvement opportunities.
    • Leverages analytical and reporting tools, including Power BI, Excel, Python, and related technologies, to generate actionable insights and enhance reporting capabilities.
    • Ensures the accuracy, completeness, and consistency of data across policy repositories, reporting platforms, and governance systems.
  • Stakeholder Management & Communication
    • Builds and maintains effective relationships with stakeholders to advance policy governance objectives.
    • Facilitates governance forums, working groups, and stakeholder meetings to drive alignment, issue resolution, and continuous improvement.
    • Delivers training, communications, and change management activities to promote understanding of policy governance requirements, processes, and technology capabilities.
    • Acts as a trusted advisor and subject matter expert on policy governance processes, technology solutions, and reporting requirements.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations within assigned areas of responsibility in accordance with Scotiabank’s Values, Code of Conduct, and Global Sales Principles, while ensuring the adequacy, adherence to, and effectiveness of day-to-day business controls to meet obligations related to operational, compliance, AML/ATF/sanctions, and conduct risk.

  • Oversees the governance and administration of the U.S. policy management framework, supporting the lifecycle management of all U.S. policy documents.
  • Administers and maintains the policy management platform, supporting inventory of policy, standard, procedure, framework, charter, and mandate documents across multiple business lines and corporate functions.
  • Supports a broad stakeholder network, including policy document owners, content managers, department heads, and policy coordinators.
  • Responsible for governance reporting, dashboards, and metrics used by senior management, governance committees, and regulatory stakeholders.
  • Leads policy management technology initiatives, including system enhancements, data remediation, workflow optimization, automation opportunities, and vendor coordination. Develops and maintain reporting solutions and analytics to monitor policy inventory, lifecycle compliance, attestation completion, document ownership, and governance effectiveness.
  • Provides training, communications, and ongoing support to a large population of policy management users across the organization.
  • Serves as the subject matter expert for policy governance processes, policy management technology, and related data governance activities.
Education / Experience / Other Information
  • 7-10 years of experience, preferably within the financial services industry, in policy governance, risk management, compliance, operational risk, project management, or related disciplines.
  • Knowledge of policy lifecycle management, document governance, and regulatory expectations within a financial services environment.
  • Experience developing governance reporting, executive-level presentations, and management reporting.
  • Ability to develop and maintain technical, procedural, and support documentation in collaboration with multiple stakeholders and subject matter experts.
  • Strong written, verbal, interpersonal, and presentation skills.
  • Proficiency in Microsoft Office Suite, particularly Excel (including advanced formulas and data analysis), and experience with Power BI, SQL, Visio, JIRA, and API integrations.
  • Demonstrated problem-solving mindset with the ability to develop innovative solutions, drive continuous improvement, and influence others.
  • Highly organized with strong attention to detail and the ability to manage competing priorities in a fast-paced, multi-stakeholder environment.
  • Proven ability to work proactively, collaborate effectively across teams, and build strong stakeholder relationships.
