Job description

The Team: 

Upstart's Enterprise Risk Management team helps ensure Upstart Bank operates with a strong, scalable governance framework that supports responsible growth. The team partners across Risk, Compliance, Legal, and business functions to maintain effective policy governance, strengthen regulatory readiness, and provide high-quality reporting to executive leadership and the Board.

As the Senior Manager, Policy & Governance, you will lead Upstart Bank's policy governance program and oversee the processes, documentation, and governance records that support effective risk management and regulatory oversight. You'll partner across the organization to maintain a robust policy framework while ensuring board and committee governance activities are accurate, timely, and audit ready.

How you'll make an impact

  • Lead the enterprise policy governance program, ensuring the policy library remains accurate, current, accessible, and aligned with regulatory expectations.
  • Oversee the end-to-end policy lifecycle, including policy reviews, approvals, exceptions, version control, and ongoing governance processes.
  • Partner with Risk, Compliance, Legal, business leaders, and policy owners to coordinate policy development and approvals across the organization while maintaining efficient execution.
  • Manage governance activities supporting Board and Risk Committee meetings, including coordinating materials, governance records, decision logs, committee charters, and meeting documentation.
  • Ensure governance documentation and reporting are complete, timely, and audit ready to support OCC examinations, internal audit activities, and regulatory engagements.
  • Lead and develop a small Policy & Governance team while continuously improving governance processes that enable the bank to scale responsibly

Minimum Qualifications 

  • Bachelor's degree or equivalent practical experience.
  • 7+ years of experience in policy management, governance, enterprise risk management, or compliance within a regulated bank, bank holding company, or other regulated financial institution.
  • Experience owning or administering an enterprise policy governance framework, including policy lifecycle management.
  • Experience supporting Board, Risk Committee, or senior executive governance processes within a regulated financial institution.
  • Experience producing executive- or regulator-facing governance documentation and reports with a high degree of accuracy and quality.

Preferred Qualifications

  • Knowledge of OCC supervisory expectations and regulatory examination practices.
  • Experience supporting a de novo bank, charter application, or rapidly growing regulated financial institution.
  • Experience with governance, risk, and compliance (GRC) platforms.Background in Enterprise Risk Management, Internal Audit, or Compliance.
  • Ability to use generative AI tools responsibly to improve drafting, editing, summarization, and consistency of governance documentation while applying appropriate human judgment for regulatory-facing content.

Position location Remote 

Time zone requirements The team operates on the East/West coast time zones. 

Travel requirements As a digital first company, the majority of your work can be accomplished remotely. The majority of our employees can live and work anywhere in the U.S but are encouraged to to still spend high quality time in-person collaborating via regular onsites. The in-person sessions' cadence varies depending on the team and role; most teams meet once or twice per quarter for 2-4 consecutive days at a time.
