Summary:

ValidaTek is seeking a Senior Program Performance Manager to provide advanced program performance analysis, executive reporting, and strategic performance management support for ODNI CIO programs. This position serves as a senior PMO resource responsible for analyzing cost, schedule, risk, and operational performance data and translating complex information into actionable insights for senior leadership.

The successful candidate will lead the development of executive-level reporting products, performance frameworks, and data-driven recommendations supporting mission and program objectives.

Responsibilities:
  • Conduct advanced analysis of program cost, schedule, risk, and performance metrics.
  • Develop executive briefings, dashboards, and leadership reports supporting ODNI CIO decision-making.
  • Lead recurring program performance reporting activities.
  • Design, implement, and continuously improve performance measurement frameworks and KPIs.
  • Perform variance analysis and identify trends, risks, and opportunities impacting program execution.
  • Develop recommendations for improving program performance and operational effectiveness.
  • Coordinate with program managers, technical leads, and stakeholders to obtain performance data.
  • Support strategic planning and performance management initiatives.
  • Create executive-level visualizations and reporting products using modern analytics tools.
  • Present findings and recommendations to senior government and contractor leadership.
Qualifications:
  • Active TS/SCI clearance with Counterintelligence (CI) Polygraph.
  • Bachelor's degree in Business, Information Technology, Program Management, or related field.
  • Six (6) or more years of experience supporting program analysis, PMO functions, or performance management on Intelligence Community or Department of Defense programs.
  • Experience developing executive briefings and leadership-level reporting products.
  • Strong expertise in cost, schedule, and performance analysis.
  • Experience using data visualization and reporting tools.
  • Exceptional written, verbal, and presentation skills.
Preferred Qualifications:
  • Intelligence Community or ODNI experience.
  • Power BI and/or Tableau expertise.
  • Earned Value Management System (EVMS) experience.
  • Experience briefing SES, Flag Officer, or equivalent senior leadership.
  • Experience supporting large, complex IT modernization or enterprise operations programs.
Certifications:
  • CMMI Individual Certification (preferred)
Salary Disclosure:
Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.
The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
