Team (Organization) Introduction

The Project Management Office (PMO) organization provides enterprise governance, delivery standards oversight, operational consistency, reporting discipline, and project management leadership across customer delivery portfolios and enterprise operational environments.

Position Overview

9th Way Insignia is seeking a Vice President, Project Management Office (PMO) to provide executive leadership for enterprise project management governance, operational delivery standards, organizational maturity initiatives, and delivery consistency across the organization. This role serves as the central authority for project management governance, methodology oversight, operational reporting discipline, and delivery excellence enterprise wide. This role operates under the guidance of the president.

Professional Level

This position aligns to an executive leadership role at 9th Way Insignia. Leaders at this level are responsible for enterprise-wide operational leadership, governance oversight, organizational scalability, and strategic execution across multiple delivery portfolios and operational environments.

Responsibilities

  • Lead the enterprise Project Management Office (PMO) organization and associated governance functions
  • Establish and reinforce enterprise project management standards, methodologies, reporting discipline, and delivery governance practices
  • Oversee alignment between project execution activities, enterprise operational objectives, and organizational maturity initiatives
  • Maintain governance oversight associated with the PM Handbook, PMO Charter, Integrated Management System (IMS), and enterprise delivery frameworks
  • Support and reinforce CMMI-aligned operational maturity initiatives and continuous improvement efforts
  • Partner with executive leadership, Portfolio Executives, delivery leadership, the CTO organization, and operational stakeholders to strengthen delivery consistency and enterprise operational alignment
  • Provide executive oversight for operational reporting standards, delivery visibility, governance enforcement, and accountability structures
  • Support enterprise risk visibility, operational escalation coordination, and delivery operational maturity initiatives
  • Lead enterprise project management training, leadership development, mentoring, and capability-building initiatives
  • Strengthen operational leadership practices across Project Managers and Program Managers
  • Reinforce operational consistency, governance expectations, accountability structures, and delivery discipline across the organization
  • Support scalable organizational growth through standardized and repeatable project delivery practices

Requirements

  • Bachelor's degree in Business, Project Management, Information Technology, Engineering, or related field or experience in lieu of degree
  • 12+ years of experience in program management, project management governance, enterprise operations, or delivery leadership within a federal contracting environment
  • Demonstrated experience leading PMO organizations, governance initiatives, or enterprise operational maturity efforts
  • Strong understanding of project management methodologies, operational governance frameworks, and organizational process maturity models
  • Experience supporting enterprise operational reporting, delivery governance, risk visibility, and accountability frameworks
  • Excellent leadership, communication, organizational, and stakeholder management skills
  • Ability to operate effectively across executive, operational, technical, and customer-facing environments

Preferred / Desired

  • PMP certification
  • Experience supporting CMMI, ISO 27001, IMS, or related governance and operational maturity initiatives
  • Experience developing enterprise PM standards, governance structures, or operational frameworks
  • Experience mentoring and developing Project Managers and operational leaders
  • Experience supporting scalable delivery operations within a high-growth GovCon environment

Location
This position is remote with periodic travel based upon mission and operational requirements. 9th Way Insignia reserves the right to adjust work location based upon mission requirements.

Salary Range
$170,000—$200,000 USD

9th Way Insignia's range for this job level is a general guideline only and not a guarantee of compensation or salary.
