Technical Project Manager Software information

What is a technical project manager in software?

A Technical Project Manager in software is a professional responsible for planning, executing, and overseeing software development projects. They bridge the gap between technical teams and stakeholders, ensuring that development goals align with business objectives. Their duties include managing timelines, budgets, resources, and risks while facilitating communication between developers, designers, and clients. Technical Project Managers often have a background in software engineering or IT, enabling them to understand technical challenges and guide teams effectively.

How does a technical project manager in software typically coordinate between development teams and stakeholders?

Technical Project Managers in software play a crucial role in bridging the gap between technical teams and business stakeholders. They often facilitate regular meetings, such as sprint planning and progress reviews, to ensure everyone is aligned on project goals and timelines. Clear communication and documentation are key, as they translate technical updates for non-technical stakeholders and relay business priorities to the development team. This collaborative approach helps manage expectations, mitigate risks early, and ensure successful delivery of software projects.

What are the key skills and qualifications needed to thrive as a technical project manager in software, and why are they important?

To thrive as a Technical Project Manager in Software, you need a strong understanding of software development processes, project management methodologies (such as Agile or Scrum), and a relevant technical background, often supported by a degree in computer science or engineering. Familiarity with project management tools like Jira, Trello, or Asana, as well as certifications such as PMP or Certified ScrumMaster, is typically expected. Leadership, effective communication, and problem-solving abilities help you manage cross-functional teams and stakeholder expectations. These skills ensure projects are delivered on time, within scope, and meet quality standards in complex software environments.

Job description

About the Organization
Now is a great time to join Redhorse Corporation. We are a solution-driven company delivering data insights and technology solutions to customers with missions critical to U.S. national interests. We’re looking for thoughtful, skilled professionals who thrive as trusted partners building technology-agnostic solutions and want to apply their talents supporting customers with difficult and important mission sets.

Join the Team Building the Future of AI for National Security

We are redefining how the U.S. Government transforms data into operational advantage through artificial intelligence, graph analytics, and mission-driven software engineering. Our teams work alongside the Department of Defense to build secure, scalable capabilities that enable analysts and decision-makers to move faster, reason better, and operate with greater confidence.

Our approach combines human-centered design, modern software engineering, graph technologies, artificial intelligence, and agile delivery to solve some of the nation's most challenging problems.

We're looking for an exceptional Technical Project Manager (TPM) to help lead the execution of next-generation AI capabilities supporting the Department of Defense. This role sits at the intersection of engineering, mission operations, and executive leadership, ensuring highly technical projects deliver measurable operational outcomes.

About the Role

Redhorse transforms the way government uses data and technology. To support this mission, we are seeking a Technical Project Manager to lead the execution of next-generation AI and graph analytics capabilities for the Department of Defense. This role sits at the critical intersection of engineering, mission operations, and executive leadership. You will be responsible for transforming strategic national security objectives into scalable, operational AI solutions that enable analysts and decision-makers to move faster and operate with greater confidence.

Key Responsibilities

Lead Technical Project Execution

  • Direct large-scale AI and data modernization initiatives from concept through operational deployment.
  • Manage project execution across engineering, data science, platform, infrastructure, cybersecurity, and mission stakeholders.
  • Coordinate technical roadmaps, milestones, risks, dependencies, and release planning across multiple integrated workstreams.

Drive AI and Data Modernization

  • Support the design and deployment of enterprise AI capabilities leveraging modern data architectures, knowledge graphs, machine learning, and large language models.
  • Coordinate delivery of scalable AI platforms that support secure experimentation, model deployment, and operational workflows.
  • Ensure solutions align with DoD architecture standards, cybersecurity requirements, and mission objectives.

Bridge Mission and Engineering

  • Partner directly with operational users to translate mission needs into prioritized technical requirements.
  • Facilitate user discovery sessions, technical planning workshops, backlog refinement, and iterative solution delivery.
  • Help engineering teams understand mission context while helping mission users understand technical tradeoffs.

Technical Leadership

  • Coordinate integration efforts across cloud environments, APIs, enterprise applications, data pipelines, and AI platforms.
  • Track technical debt, architectural risks, integration challenges, and delivery dependencies.
  • Collaborate closely with Solution Architects and Technical Leads to ensure scalable, maintainable solutions.

Executive Engagement

  • Develop executive-ready briefings, technical status reports, and decision materials.
  • Communicate project health, technical risks, schedule impacts, and mitigation strategies to senior government and corporate leadership.
  • Build trusted relationships across government customers, industry partners, and internal delivery teams.

Delivery Excellence

  • Lead Agile delivery ceremonies across multiple technical teams.
  • Manage project schedules, resource planning, financial tracking, and technical documentation.
  • Drive continuous improvement across delivery processes, engineering collaboration, and customer engagement.
Required Experience/Clearance
  • Active Top Secret (TS) clearance with SCI eligibility.
  • 8+ years of experience leading complex technical project supporting the Department of Defense (DoD) or Intelligence Community (IC).
  • Demonstrated experience managing enterprise software development or AI/ML initiatives.
  • Proven track record of coordinating cross-functional engineering teams delivering modern, cloud-based solutions.
  • Strong proficiency in Agile software development methodologies and lifecycle management.
  • Excellent communication skills with the ability to bridge the gap between technical engineering teams and executive-level stakeholders.
  • Bachelor’s degree in Engineering, Computer Science, Information Systems, or a related technical discipline.
Desired Experience

We encourage all candidates who meet the basic requirements to apply, even if you do not have experience in every area listed below:

  • Familiarity with AI/ML platforms and Large Language Models (LLMs).
  • Experience with Knowledge Graphs, Graph Analytics, or Neo4j database technologies.
  • Hands-on exposure to Data engineering, ETL pipelines, and Big Data tools like Spark or Databricks.
  • Experience with Cloud platforms (AWS, Azure, or Google Cloud) and containerization (Kubernetes/Docker).
  • Understanding of DevSecOps, CI/CD pipelines, and Zero Trust architectures.
  • Knowledge of Human-Centered Design (HCD) methodologies.
  • Experience with mission command, intelligence, or operational decision support systems within the DoD
What Makes Someone Successful

The strongest candidates combine technical credibility with exceptional leadership.

They are comfortable discussing software architecture with engineers in the morning, facilitating user discovery sessions in the afternoon, and briefing Senior Executives before the end of the day.

They naturally connect people, remove obstacles, manage ambiguity, and create momentum across highly technical teams.

Above all, they understand that technology is only successful when it improves mission outcomes.

Why Redhorse

At Redhorse, you'll help build technologies that directly support national security while working alongside engineers, data scientists, designers, and mission experts solving problems that matter.

If you're energized by emerging AI technologies, enterprise-scale technical challenges, and building capabilities that make a real operational impact, we'd like to meet you.
