Senior Project Manager – PeopleSoft PUM Upgrades & OCI Migration

Job Summary

We are seeking an experienced Senior Project Manager with 15+ years of IT and ERP project management experience, including extensive expertise in PeopleSoft applications, PeopleSoft Update Manager (PUM) upgrades, and Oracle Cloud Infrastructure (OCI) migrations.

The ideal candidate will lead large-scale PeopleSoft transformation initiatives, manage cross-functional teams, engage with executive stakeholders, and ensure successful delivery of modernization programs involving PeopleSoft applications, databases, middleware, and cloud infrastructure.

The Project Manager will be responsible for project planning, governance, risk management, resource coordination, vendor management, and end-to-end execution of PeopleSoft upgrade and cloud migration projects while ensuring business continuity and compliance with organizational standards.

Key ResponsibilitiesProgram & Project Governance
  • Lead overall governance of PeopleSoft PUM upgrade and OCI migration programs.
  • Lead end-to-end delivery of PeopleSoft upgrade and cloud transformation programs.
  • Manage project scope, risks, dependencies, issues, and change requests.
  • Drive project execution using Agile or Hybrid delivery methodologies.
  • Ensure timely delivery of milestones while maintaining quality and budget objectives.
  • Establish project governance structures, reporting cadence, decision-making processes, and escalation procedures.
  • Develop and maintain integrated project plans, milestones, budgets, dependencies, and risk registers.
  • Monitor project health and ensure adherence to approved scope, schedule, budget, and quality objectives.
  • Coordinate steering committee meetings and executive status reviews.
  • Provide regular project status reporting to executive leadership and steering committees.
Vendor Oversight & Management
  • Serve as the primary point of contact for implementation partners.
  • Oversee vendor performance, deliverables, milestones, resource commitments, and contractual obligations.
  • Review and challenge project plans, estimates, technical approaches, and delivery schedules proposed by system integrators.
  • Ensure vendor accountability for project execution, issue resolution, and risk mitigation.
  • Validate completion and acceptance of vendor deliverables.
  • Escalate delivery risks, delays, and quality concerns as necessary.
PeopleSoft PUM Upgrade Management
  • Oversee PeopleSoft PUM and PeopleTools upgrade initiatives across HCM, FSCM, ELM, Pensions, and other PeopleSoft applications.
  • Coordinate fit-gap analysis, impact assessments, retrofit strategies, and testing cycles.
  • Coordinate business stakeholder participation in requirements validation, testing, training, and deployment activities.
  • Monitor customization retrofit strategies and impact assessments.
  • Ensure testing plans, defect management processes, and production readiness activities are adequately executed.
  • Track upgrade progress and readiness for go-live.
OCI Migration Leadership
  • Oversee migration of PeopleSoft environments from on-premises infrastructure to Oracle Cloud Infrastructure (OCI).
  • Review migration strategy, cutover plans, disaster recovery planning, security architecture, and infrastructure readiness.
  • Coordinate internal infrastructure, security, networking, database, and application teams.
  • Ensure operational readiness and support transition planning.
  • Monitor migration risks and ensure appropriate mitigation strategies are implemented.
  • Manage OCI architecture reviews, security compliance, disaster recovery planning, and performance optimization.
  • Collaborate with infrastructure, database, network, security, and cloud engineering teams.
  • Ensure successful cutover planning, migration execution, and post-production stabilization.
Stakeholder & Vendor Management
  • Serve as the primary liaison between business stakeholders, IT leadership, system integrators, and third-party vendors.
  • Facilitate executive steering committee meetings and project governance reviews.
  • Manage vendor deliverables, contractual obligations, and service-level agreements.
  • Communicate project risks, mitigation plans, and strategic recommendations to senior management.
Risk, Financial & Contract Management
  • Manage project budgets, forecasts, invoices, and vendor expenditures.
  • Identify, assess, and mitigate project risks and dependencies.
  • Monitor compliance with contractual obligations, service-level agreements, and project governance requirements.
  • Ensure change requests are evaluated and approved through established governance processes.
Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • 15+ years of project management experience in enterprise ERP environments.
  • 10+ years of PeopleSoft project delivery experience.
  • Proven experience managing multiple PeopleSoft PUM upgrade projects.
  • Proven experience leading PeopleSoft migrations to Oracle Cloud Infrastructure (OCI).
  • Strong knowledge of PeopleSoft Architecture, PeopleTools, PUM, Lifecycle Management, and Change Assistant.
  • Experience managing large-scale infrastructure modernization and cloud transformation initiatives.
  • Strong understanding of Oracle Database, WebLogic, Integration Broker, and PeopleSoft environments.
  • Demonstrated success managing projects with budgets exceeding $5M and multiple stakeholder groups.
  • Experience working with executive leadership and steering committees.
Preferred Qualifications
  • PMP Certification.
  • Oracle Cloud Infrastructure (OCI) Certification.
  • Agile/Scrum Certification.
  • Experience with HCM, FSCM, or ELM implementations and upgrades.
  • Experience with cloud security, disaster recovery, and high-availability architectures.
