Job Summary

The Enterprise Program Manager - People Programs leads the delivery of assigned people programs aligned to Stewart's Employee Value Proposition across global initiatives and cross-functional projects. This role is accountable for end-to-end planning, execution, and adoption of people-focused initiatives that support organizational effectiveness, workforce strategy, and employee experience.
This position plays a key role in job architecture initiatives, contributing to design, documentation, governance routines, and implementation activities. The Enterprise Program Manager partners with HR, business leaders, and external partners to drive role clarity and consistency across roles, organizational structures, and operating models.
In addition to program ownership, this role may provide people leadership and/or matrix leadership to program, project management, and change resources to ensure disciplined execution, accountability, and alignment across initiatives.

Job Responsibilities

  • Leadendto end delivery of assignedpeople programs aligned to Stewart's EVP, ensuring delivery against strategic goals, timelines, and outcomes

  • Support initiative intake and prioritization by developing assessments (value, risk, dependencies, capacity) and preparing recommendations for governance forums

  • Run program governance routines (status, risk/issue management, decision logs, escalations), ensuring decisions are made at theappropriate levelwith clear accountability

  • Drive alignment across HR, business units, and leaders to ensure assigned programs support near- and long-term organizational objectives

  • Lead assigned workstreams within job architecture initiatives (e.g., job framework documentation, role clarity materials, governance processes, stakeholder reviews), supporting adoption and integration with related people capabilities (e.g., compensation, workforce planning,careerand development frameworks)

  • Partner with Change Management leaders to ensure programs are supported by strong change, communication, and adoption strategies

  • Identifyand resolve complex operational, technical, and organizational challenges, understanding the downstreamenterpriseimpactsacrosssystems, processes, and people

  • Apply strong analyticaland strategicthinking to assess risks, dependencies,capacityconstraints,andtradeoffswhile driving practical, scalable solutions

  • Partner with HR and business leaders, translating complex concepts into clear, actionable insights and recommendations to inform decisions

  • Prepare and deliver updates, materials, and recommendations for stakeholders (including senior leaders as needed), communicating effectively across levels to drive alignment and adoption

  • Provide financial and resource stewardship for assigned programs, including planning, forecasting, prioritization, and coordination of internal and external resources


Education

  • Bachelor's degree inHuman Resources,Organizational Development,Businessor a related field

Experience

  • 8+ years of progressive experienceleading enterprise-scaleprogram management, HR transformation, or peoplestrategyinitiatives, including executive-facing accountability and work in complex, matrixed environments

  • Demonstrated experience leadingenterprisejob architectureinitiatives, and sustained adoption

  • Experienceworkingin the Title/Escrow industry or a closely related, regulated services industry is preferred

  • Experience with Workday, particularlyinjobarchitecture,peopleprograms, or enterprise dataand reportingis preferred(hands-on configuration notrequired)

  • Experience leading and developing program, project management, and/or change resources;Program Management certification ispreferred
