VOR Technology is a privately held, veteran owned small business that provides Cyber Intelligence Solutions to government, private industry and critical infrastructure. Our areas of expertise include Computer Network Defense (CND), Computer Network Exploitation (CNE) and Cyber Forensics. We aim to use our technical skill set in Signals Intelligence (SIGINT) and Information Assurance (IA) to support global Cyber operations and mission training.
Job Description
The Senior Engineer will be responsible for evaluating, testing, and documenting of NGMFA solutions.
This position is part-time and requires a strong background in Signals Intelligence (SIGINT).
Qualifications
*All Candidates must have a TS/SCI clearance with a Full Scope Polygraph
  • Five (5) years' engineering experience.
  • Three (3) years' experience in a leadership position providing technical supervision to other engineering personnel, solving varied technical/scientific problems; and generating and reviewing designs for technical accuracy.
  • Within the last 5 years, a minimum of 3 years:
    - Development, integration, testing, and/or installation experience to include generating system/component specifications, recommending solutions, and preparing and conducting test plans (stand-alone, DT&E, OAT&E)
    - Functionality and inter-processing of packet- and circuit-based HW & SW solutions to include configuring, changing, and optimizing solutions.
  • Bachelor's Degree (Engineering, Telecommunications, or related technical field)
  • Experience with front-end collection system requirements, development, analysis and fulfilment
  • Experience with SIGINT collection testing scenarios, procedures and integration methods
  • Ability to compare metrics or analyses of collection to understand system performance and provide optimizations recommendations for SIGINT systems
  • Experience with failure modes analysis and root cause determination of issues with SIGINT systems/applications

Experience in the following areas of specialization is required:
1. Signal Analysis: Experience with digital/optical telecommunications systems to include Bell, CEPT, or SDH/PDH digital communications signals and the payload data within these signal structures. Analysis experience with randomization, forward error correction and performing bit-level analysis of computer communications protocols.
2. Modern Tele-communications System and Networks: Optical Transport Network (OTN) Asynchronous Transfer Mode (ATM), Synchronous Optical Networks (SONET), SDH and PDH, LAN/WAN Networks, IP Networks, and ATM switches.
3. Telephony Switching System: Experience with normalization and mapping. Able to generate component/system specifications and identify solutions.
4. Communications Systems: Knowledge of internet communications. Experience with metadata, protocols, addressing, and routing of internet and computer systems.
5. Cellular/Personal Communications Systems: experience studying, designing, developing, exploiting, and/or testing components or systems that modulate or demodulate mobile cellular/personal communications systems. Experience with standards associated with 2G/3G/4G systems. Experience with the cellular communication processes including frequency reuse, cell splitting, self-location, paging, call initiation, hand-off, and roaming.
6. TDM/PCM Multiplexing / Modulation /Switching Systems: experience designing, developing, and/or testing components or systems that modulate, demodulate, multiplex and/or demultiplex conventional Bell, CEPT, or SDH/PDH/OTN digital communications signals.
7. Packet Switching System: switching systems and packet protocols most commonly used in today's international networks. Able to generate component/system specifications and identify solutions.
8. Systems Engineering: Experience designing and developing large-scale systems containing multiple subsystems and requiring integration with external systems. This experience shall focus on all aspects of acquisition, requirements definition, system design, development, and training. Experience in basic SIGINT technology as well as integrating, installing, configuring, changing, and optimizing HW & SW solutions into an overall system architecture.
9. Operating Systems: Identifying, communicating, and troubleshooting system problems caused either by the operating system or the operating system/application interaction on UNIX variant operating systems to include primarily LINUX and SOLARIS.
10. Advanced Protocols: Experience in Advanced Protocols to include Open Transport Network (OTN), Automatically Switched Optical Network (ASON), Session Internet Protocol (SIP), and Multiprotocol Label Switching (MPLS).
