Job description

WORK OBJECTIVE:
Under the Direction of the Chief of Police and or designee, manages the department's New York State accreditation process to include ensuring compliance, training and various types of presentations to department personnel.
ESSENTIAL FUNCTIONS:
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Conducts regular reviews with appropriate staff and revises department policy and procedures manuals and catalogs to ensure standard operating procedures are reliable and up-to-date and meet all current New York State Department of Criminal Justice Services (DCJS) legislative mandates and judicial rulings. • Manages and revises the department's catalog of policies and forms to meet accreditation standards; and maintains accreditation files; conducts regular reviews of policies and procedures to meet all current DCJS legislative mandates and judicial rulings. • Identifies and verifies compliance with established law enforcement standards, correcting any noted deficiencies through policy, training, or other administrative measures; reviews standards and ensures the department remains in compliance; stays abreast of all aspects of the accreditation process to include proposed changes or amendments to the standards, and assesses the impact of changes on current policies and procedures. • Serves as the department's representative to the New York State DCJS for issues related to the accreditation process and provides presentations to the NFTA Transit Police Department Officers and command staff about accreditation, policy, and other planning issues. • Performs other duties and tasks as assigned.
KNOWLEDGE, SKILLS and ABILITIES:
Thorough knowledge of law enforcement accreditation standards including management philosophies and operations and related familiarity with state, federal and other local agencies and organizations. Thorough knowledge of public administration philosophies and concepts. Knowledge of office equipment and personal computers to include word processing and a variety of presentation media. Thorough knowledge of computer systems and business applications. Thorough knowledge of research and analysis methods and techniques; thorough knowledge of statistical analysis and forecasting techniques. Use logic and reasoning to understand, analyze, and evaluate complex situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to the situation. Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations. Handling all interactions with poise, tact and diplomacy and in a confidential manner. Evaluates the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implement work activities in accordance with priorities and estimated schedules.
PHYSICAL REQUIREMENTS:
Tasks involve the ability to exert physical effort which will involve some lifting, carrying, pushing and/or pulling of objects and materials of medium weight (up to 30 pounds).
ENVIRONMENTAL REQUIREMENTS:
Some tasks are performed with potential for intermittent exposure to disagreeable elements including, but not limited to, heat, humidity, inclement weather, loud noise, and weapons. Tasks include working around moving parts, vehicles, equipment, carts, and materials handling, where heightened awareness of surroundings and environment is essential.
MINIMUM QUALIFICATIONS:
Possess the NYS DCJS Accreditation Training Certification. Three years of Law Enforcement experience as a Police Officer, preferably at the rank of Lieutenant or above or three years of experience as a Federal Law Enforcement Officer/Agent or a combination of equivalent education and experience. Previous knowledge and experience with Law Enforcement accreditation preferred. Advanced computer skills preferred, including the ability to use MS Word and Excel to prepare reports and complete routine tasks. Ability to conduct complex research with minimal oversight. Excellent ability to communicate ideas and proposals effectively to include preparation of reports. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner.
