We are seeking a highly experienced and strategic Project Oversight Manager to provide governance and ensure the successful delivery of a portfolio of strategic initiatives. This role is responsible for monitoring the project lifecycle across key projects, ensuring alignment with business objectives, and validating high-quality results on time and within budget. The Project Oversight Manager will act as a champion for delivery excellence by establishing and enforcing best practices, guiding project teams, and driving continuous improvement in project management processes.

Responsibilities
  • Performance Monitoring & Risk Management:
    • Monitor a portfolio-level dashboard for tracking key performance indicators (KPIs), milestones, and resource allocation across all projects.
    • Implement and manage a portfolio-level risk and dependency management process, identifying and escalating cross-project issues to senior leadership.
    • Enforce project management standards and methodologies across the organization.
    • Create and manage key project charters and plans to ensure they meet organizational standards for quality, completeness, and strategic fit.
    • Conduct regular health checks and audits on key projects to ensure adherence to established standards and identify potential issues before they impact delivery.
    • Ensure the integrity and accuracy of project data within Jira, leveraging it to generate portfolio-level insights and reports.
  • Stakeholder Management & Communication:
    • Serve as the central point of contact for senior leadership regarding the status and performance of the project portfolio.
    • Facilitate strategic alignment and resolve conflicts between project teams and stakeholders to ensure a unified approach to common goals.
    • Build and maintain strong relationships with senior stakeholders to foster trust, transparency, and effective governance.
  • Process Improvement & Team Enablement:
    • Champion and drive the continuous improvement of project management and Agile practices within the organization.
    • Mentor and coach project managers and team lead on best practices, helping them to overcome impediments and improve their delivery capabilities.
    • Stay current on industry best practices and emerging trends, assessing their applicability to the organization to enhance efficiency and effectiveness.
  • Other duties as assigned
Qualifications
  • Bachelor's degree in a related field (e.g., Computer Science, Business Administration).
  • 7+ years of experience in project and portfolio management, with a strong focus on Agile methodologies.)
    • Proven experience governing multiple complex projects simultaneously.
    • Experience with Agile frameworks (Scrum, Kanban, etc.) and principles at a portfolio or program level.
  • Secret clearance required with the ability to obtain Top Secret

Preferred Qualifications:

  • Certifications such as PMP, PgMP (Program Management Professional), PfMP (Portfolio Management Professional), or SAFe (Scaled Agile Framework)
  • TS/SCI
  • Successfully pass background and drug screening

  • Expert understanding of project management principles, portfolio management, and governance frameworks.
  • Excellent communication, facilitation, and interpersonal skills, with a proven ability to engage with executive-level stakeholders.
  • Strong strategic, analytical, and problem-solving skills.
  • Proficiency in leveraging Jira for portfolio-level reporting and analytics
  • Data-Driven Decision Making: Proficient in leveraging tools like Jira Align and Advanced Roadmaps to monitor portfolio health with outcome-based metrics (OKRs, Flow Metrics) and make informed decisions.
  • Executive Communication & Influence: Possesses exceptional "power skills" to communicate complex information to senior leadership, build trust, and expertly mediate conflicts over priorities and resources.
  • Mentorship & Continuous Improvement: Champions organizational agility by mentoring project managers, sponsoring a Lean-Agile Center of Excellence (LACE), and facilitating Communities of Practice (CoPs).
  • Comprehensive Risk & Dependency Management: Establishes and oversees robust frameworks to identify, assess, and mitigate risks and dependencies at the portfolio level.
  • Adaptability & Forward-Thinking Mindset: Proactively stays current with emerging trends like AI and ESG, maintaining the flexibility to adjust the portfolio in response to a dynamic business environment.
  • Stakeholder Engagement: Skillfully facilitates continuous engagement from Business Owners and other key stakeholders to provide feedback and ensure alignment throughout the project lifecycle.
  • Governance & Data Integrity: Establishes and enforces clear governance standards and ensures data integrity within project management tools, promoting a single source of truth.
  • Ability to coach, counsel, and mentor
