Job description


The Oracle HCM Architect is a hands-on technical role within the Human Resources Information Systems (HRIS) team at Connecticut Children's. This position works is an individual contributor role, works in close collaboration with the HRIS Team Lead and Team members and focuses on the configuration, development, integration, and ongoing optimization of Oracle Fusion HCM and its surrounding technology ecosystem.
This role carries broad technical responsibility across the Oracle Fusion HCM platform - to include but not limited to Core HR, Benefits, Absence Management, Talent Management, Compensation, Recruiting (ORC), Learning. The Cloud Solution Architect is the subject matter expert for Oracle HCM technical capabilities, including Fast Formula, HCM Extracts, Business Intelligence (OTBI and BIP), HDL/HSDL data loading, REST/SOAP APIs, and Oracle Integration Cloud (OIC). While Oracle Payroll is managed outside of HR/HRIS by Information Systems (IS) and functionally owned by Finance, working knowledge is not required but a plus.
As a complement to the HRIS Team Lead role, this position provides deep technical execution capability - translating business requirements into Oracle HCM configurations, enhancements, integrations, reporting solutions and data analytics. The Oracle Fusion HCM Cloud Solution Architect serves as a technical escalation point, partners with IS, HR, Finance, and external vendors, and is responsible for maintaining system integrity, data quality, and continuous improvement of the HCM technology platform.
Responsibilities
Oracle Fusion HCM Configuration & Development-25%
  • Design, configure, and maintain Oracle Fusion HCM modules including Core HR, Benefits, Absence Management, Compensation, Talent, Recruiting (ORC), Learning.
  • Develop and maintain Fast Formulas for absence, eligibility, and benefits calculations.
  • Create and manage HCM Extracts, BI Publisher (BIP) reports, and OTBI analyses and dashboards to support operational and regulatory reporting needs.
  • Build and maintain HDL (HCM Data Loader) and HSDL (HCM Spreadsheet Data Loader) templates for bulk data loading and migrations.
  • Develop and support REST and SOAP API integrations between Oracle HCM and third-party systems (benefits carriers, background check vendors, learning platforms, etc.).
  • Configure and manage Oracle Integration Cloud (OIC) flows and connections to support enterprise integrations.
  • Administer Oracle HCM security, including the creation and management of roles, data roles, and role hierarchies in alignment with least-privilege principles.
  • Perform functional configuration including workflows, approval rules (AME), flexfields, lookups, profile options, and notification templates.

Reporting & Analytics-25%
  • Develop complex OTBI, BIP, and HCM Extract-based reports to support HR operations, regulatory compliance, and executive decision-making.
  • Design, build, and maintain People Analytics dashboards using Oracle Fusion HCM native tools and/or supplemental BI platforms.
  • Prepare and submit regulatory reports including EEO-1, Affirmative Action Plan (AAP), OSHA, and ACA filings.
    Produce and maintain HR metrics reporting, including workforce analytics, turnover, headcount, compensation equity, and time-to-fill.
  • Explore data to discover patterns, trends, anomalies, and opportunities for HR process improvement and workforce insights.
  • Serve as a technical resource for data governance, ensuring data accuracy, integrity, and consistency across HCM and downstream systems.

Integrations & Data Management-20%
  • Architect, develop, and maintain integrations between Oracle Fusion HCM and internal/external systems using OIC, REST APIs, HCM Extracts, and third-party middleware.
  • Design and execute data migration strategies using HDL/HSDL for system upgrades, conversions, and ongoing data management needs.
  • Monitor integration health and proactively resolve data issues, interface failures, or discrepancies between systems.
  • Maintain and expand Oracle HCM's connectivity with adjacent enterprise platforms including ERP/Finance, scheduling, learning management, and benefits administration systems.

Collaboration & Continuous Improvement-20%
  • Partner closely with the HRIS Team Lead on project prioritization, solution design, and delivery of HRIS roadmap initiatives.
  • Engage with HR, Finance, IT, and operational stakeholders to gather requirements, translate them into technical designs, and validate solutions.
  • Evaluate new Oracle HCM capabilities and emerging HR technology trends; develop proof-of-concept solutions and present recommendations to leadership.
  • Support the HRIS team in training HR staff on system capabilities, self-service tools, and data reporting.
  • Represent HRIS in cross-functional meetings, project workstreams, and technology governance forums.
  • Assist with HR technology vendor evaluations, RFP processes, and implementation planning as needed.

System Administration & Support-10%
  • Manage Oracle quarterly update cycles: review release notes, assess feature impact, coordinate regression testing, configure opt-in features, and communicate changes to stakeholders.
  • Administer development/sandbox and test environments; design and execute unit, integration, and regression test plans for system changes and upgrades.
  • Provide Tier 2/3 production support, troubleshooting complex technical issues and partnering with Oracle Support (Tier 4 - SR management) as needed.
  • Maintain comprehensive technical documentation including configuration workbooks, data dictionaries, integration specifications, and user guides.
  • Monitor system performance, identify optimization opportunities, and implement tuning measures as appropriate.
  • Performs other job-related duties as assigned.

Qualifications
Education and/or Experience Required:
  • Education:
    • Bachelor's Degree in Information Technology, Computer Science, Human Resources Information Systems, or a related field.
  • Experience:
    • Minimum 7 years experience in Information Technology, Computer Science, Human Resources Information Systems or a related field. Equivalent combination of education and relevant experience may substitute for degree requirements and Oracle technology implementation and production maintenance & support.

Education and/or Experience Preferred:
  • Education:
    • Master of Science (MS) in Computer Science or an MBA in Technology Management.
  • Experience:
    • Oracle HCM (or full platform) implementation in solution architect role; understanding of both technical and HR functional business operations.

License and/or Certification Required:
  • Foundational Oracle Fusion Cloud Applications HCM Process Essentials.

License and/or Certification Preferred:
  • Oracle HCM Module-specific Professional Certification(s); Oracle Cloud Infrastructure (OCI) Solutions Architect Professional badge
