Job Summary

Castalia Systems is seeking an Intelligence Management Specialist, Senior to support our Intelligence Clients mission sets. The Intelligence Management Specialist will provide a full range of intelligence and administrative support to assist analysts, engineers, and scientists involved in a variety of intelligence disciplines and activities. Activities include, but are not limited to, reviewing documents for accuracy and responding to staff requests on accessing, coordinating, consolidating or formatting; assisting with administration and management of RFIs, task actions, reports, and briefings; preparing correspondence and other documents needed to support the management of the program and associated activities; creating read-ahead documents, coordinating with security to ensure guests have appropriate access, and building read ahead books or material for official functions and meetings; and providing cross-domain data transfer and intelligence dissemination

support.

Roles and Responsibilities

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Assist the command, at a minimum of twice per week, during the command validation meetings and provide sound recommendations to address newly arrived requirements (requests for information, production requirements, and assigned higher and adjacent organizations task actions).
  • Access appropriate classified and unclassified intelligence applications in order to assist the command to record/input assigned requests for information, production requirements, and assigned higher and adjacent organizations task actions into the commands internal Requirements and Tracking Automated Sequencing Coordination (RTASC) application.
  • Assist the command in monitoring the status of requirements received through, but not limited to the Community Online Intelligence System for End Users and Managers (COLISEUM), Enterprise Task Management Software Solution (ETMS2), Marine Corps Knowledge Gateway (MKG), Automated Message Handling System (AMHS), and e-mail.
  • Ensure tasks are recorded, validated, completed, and disseminated to MCIA customers on the required suspense dates IAW command policy.
  • Assist the command to satisfy time-sensitive Command tasks and RFI requirements, then communicate with appropriate MCIA and MCISRE leadership via established procedures using appropriate information, knowledge, and task management applications.
  • Receive, update, process, and communicate critical information regarding Command tasks via appropriate information, knowledge, and task management applications in line with the Commands Requirements management orders and procedures.
  • Assist in the periodic rewrite of the Command Requirements Management Process (CRMP) by end of each quarter unless directed otherwise. Provide input to Command Intelligence Mission Management and MCISRE requirements management improvement initiatives
  • Review foreign disclosure requests and proposes recommendations to the Government per U.S. disclosure and release policies and guidance.
  • Review various products for release, ensuring all sources have been identified and appropriate security classification markings are applied.
  • Verify sources against product content.
  • Maintain record archives of disclosure requests and adjudications.
  • Respond to requests for data.
  • Propose disclosures or releases of information after technical and substantive reviews of information.
  • Advise on foreign disclosure policy and procedures in accordance with the Foreign Disclosure program.
  • Track and maintain records for decisions concerning disclosure.
  • Possess in-depth knowledge and experience in IC and DoD policies and procedures for determining the releasability of Classified Military Intelligence.
  • Assist customer FDOs with oversight and implementation of foreign disclosure programs.
  • Assist the customer FDOs with the release of Classified Military Information (CMI).
  • Ensure the proper Release/Security & Classification Markings on all disclosures or releases.
  • Provide assistance to all command FDO's (Foreign Disclosure Officers), and program staff when questions arise pertaining to Foreign Disclosure.
  • Assist staff personnel with guidance on Foreign Disclosure policies and procedures.
  • Compile metrics to include how many documents have been processed, at what classification level and to whom they have been pushed to.
  • Assist command FDOs with the development of periodic FDR training materials.
  • Provide an activity report rolling up all weekly activities.
  • Provide Foreign Disclosure Support in reviewing and documenting the release of information to international partners and customers.

Required Qualifications:

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Masters degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelors degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Masters degree.
  • Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology
  • Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
  • Have a background in complex program management
