The HR Manager leads day-to-day HR operations for our Portland and greater OR team, working 100% on-site with ownership of the full HR lifecycle, including talent management, employee relations, and performance development. The role will have a heavy focus on benefits, leaves and compliance providing expertise for our locations in Oregon and San Diego.  You will play a critical  role in our HRIS rollout and other exciting projects as we build out our HR infrastructure to match our growth. You'll partner closely with the HR Director and cross-functional leaders, with real input into how we build things going forward, not just maintain what already exists. Your Responsibilities
Team Leadership
  • Recruit, hire, train and mentor team members, providing coaching and development opportunities to grow their skills and careers fostering a culture of open communication.
  • Provide day-to-day direction and guidance, helping team deliver work and meet their goals serving as first point of escalation for the team.
Talent Acquisition & Onboarding
  • Oversee the team's execution of recruitment strategies and partnerships with hiring teams, ATS training, while monitoring the end-to-end onboarding lifecycle to ensure full compliance with pre-employment screenings (background checks/FCRA) and federal/state regulations (I-9s).
  • Ensure the end-to-end onboarding program is executed flawless from offer acceptance through a comprehensive new hire orientation program, ensuring an impactful culture first experience that sets employees up for long-term success.
Employee Relations and Investigations
  • Advise on driving results through ongoing coaching, goal setting, and individual development planning, helping managers and employees have more effective conversations.
  • Own the performance improvement process, partnering with managers and employees through the PIP process, and review and approve corrective action documentation, performance improvement plans, and separation decisions before issuance.
  • Lead investigations in employee relations matters, requiring  excellent discretion and structured documentation.
Leave, Benefits & Compliance
  • Manage new hire enrollments, qualifying life event changes, annual Open Enrollment, and benefit terminations, ensuring timely and accurate processing.
  • Serve as the primary point of contact for employee benefits questions and issue resolution.
  • Oversee leave of absence administration, including FMLA, applicable state leave laws, and the ADA interactive process, ensuring timely and compliant handling.
Systems, Reporting & Process
  • Maximize HR technology systems, optimizing the full capabilities of the HRIS, ATS, leave management, and supporting software platforms to drive data integration, eliminate operational breakdowns, and scale process efficiency.
  • Document and scale foundational people management workflows, establishing a robust HR SOP library that builds a sustainable resource infrastructure while training teams on execution.
Qualifications

Required:

  • Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
  • 7+ years of HR experience, including 3 plus years in a leadership role, with strong knowledge of California and/or Oregon employment law.
  • Advanced knowledge of Microsoft Office Suite including advanced excel skills.
  • Advanced knowledge of HR software platforms.

Preferred:

  • PHR, SHRM-CP, or SHRM-SCP certification, or active pursuit of certification.
  • Experience supporting an HRIS implementation or system rollout.
Physical Requirements
  • Physical Requirements: Ability to sit or stand for extended periods, perform repetitive hand movements, frequently use phone and computer systems, and occasionally bend or lift up to 30 lbs.
  • Work Environment: Full-time, in-office, business casual role.
