The Opportunity

Robertson is seeking a Manager, VMS Delivery, IT to lead high-volume VMS/MSP recruitment delivery with a strong focus on IT roles across financial services and enterprise banking clients in the US and Canada. This role oversees submissions, pay rate management, recruiter coordination, onboarding, documentation, and compliance while ensuring speed, quality, and accuracy across VMS platforms. The Manager will play a key role in strengthening relationships with top banking clients, understanding their IT programs and hiring priorities, and ensuring delivery teams are aligned to client expectations, program requirements, and recruitment timelines.


Key Responsibilities:

Role Release & Management:

  • Release IT and business-focused job roles through VMS/MSP programs based on client-approved templates and role requirements.
  • Ensure accurate calculation of pay rates, bill rates, margins, and market alignment for both US and Canadian roles.
  • Provide skills matrix, pay rate guidance, and role intake insights prior to releasing formal job descriptions.
  • Partner with client program teams and internal stakeholders to clarify IT skill requirements, priority roles, timelines, and submission expectations.

Resume Review & Feedback:

  • Review resumes submitted by recruiters and provide constructive feedback to improve candidate alignment, presentation, and submission quality.
  • Screen the formatting and content of all submissions for quality, compliance, accuracy, and alignment to IT program requirements.
  • Assess candidate fit against technical requirements, including infrastructure, application development, cybersecurity, data, cloud, project management, and business systems roles.

Bullhorn (BH) Platform Management:

  • Make candidate submissions and manage placements through Bullhorn, ensuring accurate activity tracking and data integrity.
  • Update trackers and Bullhorn with current information on active contractors, placements, interviews, client feedback, and role status.
  • Use Bullhorn reporting and activity data to monitor recruiter productivity, submission quality, and delivery progress against client program goals.

VMS Platforms:

  • Provide training and support to new users on VMS platforms such as Fieldglass, Flextrack and Beeline, ensuring smooth onboarding, accurate submissions, and consistent usage.
  • Manage VMS workflows including role releases, submissions, interview updates, work orders, extensions, rate changes, and compliance documentation.
  • Maintain strong knowledge of client-specific VMS/MSP program rules, scorecards, submission limits, SLAs, and reporting expectations.

Coordination & Communication:

  • Schedule and coordinate interviews, following up with recruiters, coordinators, and client stakeholders for feedback on submitted and interviewed candidates.
  • Proactively manage calls with coordinators, MSP contacts, and client program teams to gather performance updates, role priorities, and delivery feedback.
  • Send timely notifications and updates to stakeholders regarding role releases, submission status, interview activity, candidate progress, and placement outcomes.
  • Build and maintain trusted relationships with banking clients by providing responsive communication, delivery insight, and proactive issue resolution.

Team Management & Support:

  • Oversee the teams submissions, ensuring all roles are assigned, tracked, prioritized, and followed up on in a timely manner.
  • Monitor team performance and drive effective collaboration to meet recruitment timelines, VMS scorecard expectations, and client delivery targets.
  • Coach recruiters on IT role qualification, candidate presentation, client communication, and VMS/MSP submission best practices.
  • Support team adoption of consistent processes that improve speed-to-market, submission quality, compliance, and placement outcomes.

Contractor & Payroll Management:

  • Handle payment processes, payroll documentation, and any related work order tasks (e.g., new work orders, work order revisions, bill rate increase requests).
  • Maintain an updated list of active contractors and track their placement status and interviews.

Supplier Call Management:

  • Prepare for and actively participate in supplier calls, representing the company and ensuring strong visibility within VMS/MSP programs.
  • Use supplier calls to gather market intelligence, understand upcoming IT hiring needs, clarify client priorities, and position the organization as a strategic delivery partner.
  • Track follow-up items from supplier calls and ensure timely action across recruiters, coordinators, and internal delivery teams.

Banking Client Relationship Growth:

  • Develop and strengthen relationships with key stakeholders across top banking clients, MSP partners, and VMS program teams.
  • Understand each clients IT program structure, hiring volumes, compliance requirements, business priorities, and delivery expectations.
  • Identify opportunities to increase program participation, improve fill ratios, expand role coverage, and deepen client trust through consistent delivery performance.

Onboarding & External Communication:

  • Coordinate and manage internal and external onboarding processes, maintaining clear communication with all stakeholders involved.

Qualifications:

  • Proven experience in VMS/MSP recruitment delivery, account management, recruitment operations, and people management.
  • Strong understanding of IT recruitment across financial services or enterprise environments, including common technical job families, skill sets, and program structures.
  • Experience supporting large banking clients or complex enterprise accounts, with the ability to build strong stakeholder relationships and grow client confidence.
  • Familiarity with Bullhorn, Fieldglass, Beeline, or similar ATS/VMS platforms.
  • Strong organizational skills and the ability to multitask in a fast-paced, high-volume recruitment environment.
  • Excellent communication, client service, problem-solving, and interpersonal skills.
  • Experience with US and Canadian payroll, pay rate calculations, bill rates, margins, work orders, and contractor documentation is an asset.
  • Ability to manage and train teams, ensuring timely execution of tasks, compliance with client requirements, and consistent delivery performance.
