JOB DESCRIPTION

  1. Senior Financial Analyst III
(Program Manager / Lead Financial Program Analyst – Key Personnel)
Position Summary
The Senior Financial Analyst III serves as the on-site Program Manager and Lead Financial Program Analyst supporting COMNAVSURFPAC Comptroller operations. This individual provides executive-level financial analysis, oversees contract performance, ensures audit readiness, and supervises contractor personnel.
Key Responsibilities
  • Serve as primary point of contact with COR and Government leadership
  • Lead monthly financial reporting, variance analysis, and trial balance reconciliation
  • Oversee audit remediation efforts, CAP tracking, and internal control reviews (ICR)
  • Manage abnormal balances, ULO/UDO research, and financial data calls
  • Supervise team of Financial Analysts (7 FTE total)
  • Ensure compliance with FIAR and DON Financial Management policies
  • Develop dashboards and automation tools (Power BI, Excel, SharePoint)
  • Support ERP system analysis (N-ERP, Advana, DTS, WAWF)
  • Provide executive briefings and decision-support analysis
Minimum Qualifications
  • Bachelor’s degree in Accounting, Finance, Business, or related field
  • Minimum 5 years recent DoD/Navy financial management experience
  • Experience with Navy ERP (N-ERP) preferred
  • Experience supporting audit readiness and internal controls
  • Active Secret clearance (required at time of award)

  1. Financial Analyst III (Accounting Analyst – Key Personnel)
Position Summary
Provides senior-level accounting and audit support to the Comptroller office, focusing on internal controls, financial reporting accuracy, and audit remediation.
Key Responsibilities
  • Prepare and reconcile trial balances
  • Support audit data calls and Prepared By Client (PBC) documentation
  • Conduct Internal Control Reviews (ICR) testing
  • Track and manage Corrective Action Plans (CAPs)
  • Perform ULO/UDO deep-dive research and documentation
  • Assist with financial closeout and year-end reporting
  • Ensure compliance with DoD financial management regulations
Minimum Qualifications
  • Bachelor’s degree in Accounting or related field (or equivalent experience)
  • Minimum 5 years recent audit or financial management experience
  • Experience with Navy or DoD accounting systems
  • Knowledge of FIAR, IRM, and audit sustainment processes

  1. Financial Analyst III (Non-Key Personnel)
Position Summary
Provides advanced financial analysis and business process improvement support for Navy Comptroller operations.
Key Responsibilities
  • Conduct financial data analysis and variance reporting
  • Support budget execution tracking and OPTAR management
  • Assist with abnormal balance research
  • Develop automated reporting tools and dashboards
  • Support ERP system reconciliation between feeder systems
  • Update SOPs and Business Process Narratives (BPNs)
  • Assist with monthly and quarterly financial reports
Minimum Qualifications

  • Minimum 5 years recent financial management experience
