Job description

HGA is seeking an experienced GIS Manager to lead GIS operations and project support for the Integrated Services division. This position is responsible for working with the GIS team, coordinating workload and resources, maintaining technical and quality standards, and ensuring GIS deliverables meet project schedules and client requirements.
The GIS Manager will work closely with project managers, engineering, survey, field services, construction teams, and clients to support pipeline and infrastructure projects. The ideal candidate will combine strong GIS technical expertise with demonstrated leadership, project management, and client communication skills.
Key Responsibilities
  • Assign and supervise GIS work and provide technical direction, training, and support to GIS personnel.
  • Coordinate staffing and resources across multiple projects and competing priorities.
  • Plan, estimate, schedule, and coordinate GIS activities in collaboration with project managers and other project disciplines.
  • Monitor GIS project schedules, budgets, workload, and deliverables and address issues affecting project execution.
  • Serve as a primary GIS point of contact for project managers, clients, and internal teams.
  • Provide technical and quality oversight for mapbooks, geodatabases, spatial data, survey data integration, web-based GIS applications, and other GIS deliverables.
  • Establish and maintain GIS standards, procedures, workflows, and quality-control practices.
  • Provide GIS direction and support for pipeline routing, engineering, survey, and construction activities.
  • Oversee GIS platforms and applications, including ArcGIS Pro, ArcGIS Server, ArcGIS Online (AGOL), and ArcGIS Enterprise.
  • Evaluate GIS tools, technologies, and processes and identify opportunities to improve efficiency, automation, and service capabilities.
  • Assist with GIS scopes of work, project estimates, schedules, proposals, and client coordination.
Required Qualifications
  • 10+ years of progressively responsible GIS experience.
  • Bachelor's or technical degree in Geography, GIS, Geomatics, or a related field preferred.
  • Experience supporting pipeline, engineering, survey, construction, or related infrastructure projects.
  • Demonstrated experience leading GIS personnel, project teams, or departmental functions.
  • Strong project management, planning, scheduling, and resource coordination skills.
  • Strong knowledge of geodatabase management, spatial data, map production, and survey data integration.
  • Proficiency with Esri GIS platforms, including ArcGIS Pro and web-based GIS technologies such as ArcGIS Server, ArcGIS Online (AGOL), and ArcGIS Enterprise.
  • Strong analytical, organizational, problem-solving, and communication skills.
  • Ability to effectively manage multiple projects, deadlines, and competing priorities.
Preferred Qualifications
  • Experience with pipeline routing and linear infrastructure projects.
  • Experience integrating CAD and GIS data and workflows.
  • Familiarity with Python or other GIS automation tools.
  • Experience developing GIS standards, procedures, and quality-control practices.
  • Experience estimating GIS work and supporting project proposals and budgets.
