BC is seeking a Program Management Director to help lead large, high-profile capital programs nationwide. As a Program Management Director, you will oversee the daily operations and direction of programs or large, major projects. The ideal candidate will have a proven track record of successfully delivering large and complex capital projects with investments exceeding $1 billion. You will be responsible for addressing complex issues while managing capital planning, design, engineering, and construction phases.

Responsibilitiesย 

  • Responsibleย for managingย small or medium size programs (estimated total capital investment size between $100 M and $500 M).ย 
  • Ensure program goals and planned benefits align with program strategic and operational goals.ย 
  • Lead the program team,ย manageย program resources, and responsible for developing strategy and roadmap for achieving program objectives.ย 
  • Support the development of team members, especially as it relates to delivery excellence, exceptional client service, and accountability.ย 
  • Lead decision-making guidance, roles, responsibilities, and processes to ensure that the program is managed effectively and in alignment with organizational policies.ย 
  • Recommend the best solutions to meet client needs and objectives.ย 
  • Implement financial controls, schedule management, risk management, quality assurance, and performance measurement.ย ย 
  • Change management leadership in identifying deviations from the plan, implementing corrective actions, and ensuring that the program remains aligned with its objectives.ย 
  • Monitor program performance to determine efficiency and determine areas for improvement.ย 
  • High value engagements with client senior leaders and important program stakeholders such as government leaders and public officials.ย 
  • Flexibility to adapt and execute various additional assignments based on evolving needs.ย

Preferred Experience

  • A Bachelor of Science degree in engineering, business, or construction management is preferred
  • At least 15+ years of program experience with Water and Wastewater programs, including a minimum of 3 years in a program leadership role.
  • Professional Engineering license preferred
  • Experience in key program management areas such as program delivery, strategy development, benefits management, stakeholder engagement, governance, and change management
  • Familiarity with various project delivery methods, including Progressive Design Build (PDB), Construction Manager at Risk (CMAR), and Design-Bid-Build (DBB)
  • Strong communication skills, with the ability to engage effectively, listen, and interact diplomatically with staff and clients at all organizational levels
  • Proven experience in client service engagement and business development
  • Capability to convey ideas and concepts visually and in writing
  • A self-starter with a results-oriented mindset, able to work effectively under tight deadlines
  • Ability to prioritize client needs while managing multiple, internal team demands.
  • Exceptional written and verbal communication skills

Educationย 

  • A bachelorโ€™s degree in engineering, construction, business management or related field or equivalent experience is required.ย 
  • Program management certificationย or required toย obtainย inย 6ย monthsย 

Salary Range:ย Theย anticipatedย starting payย range for this position is based on the employeeโ€™s primary work location and mayย beย more or lessย dependingย upon skills, experience,ย and education.ย  These ranges may be modified in the future.ย ย 

Location A: $144,000 - $196,000
Location B: $158,000 - $216,000
Location C: $172,000 - $236,000
