StraCon Services Group, LLC is seeking a Part-Time General and Operations Manager, Journeyman at NAWCTSD Orlando. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, Fla., is the Navy's principal center for modeling, simulation and training systems technologies. The General and Operations Manager, Journeyman will be responsible for providing support to the performing project task definition and workload planning, acquisition management, funds management, and financial cost accounting. The General and Operations Manager, Journeyman will be responsible for, but not limited to, the following requirements:
Essential Job Duties:
  • Provide support to budgeting, project planning actions and maintaining program information in the business enterprise tools (ERP). Enterprise tools include: SAP- Navy Enterprise Resource Planning, Microsoft Office products, Work in Progress Database, Program Management Tool, Command Staffing work-year database, and Workload Assignment Agreements
  • Provide CSS personnel to support project leads in the performance of program tasks; respond to administrative and programmatic data calls; and provide administrative planning related to program events and day-to-day operations of assigned projects
  • Provides CSS personnel to support in administrative planning, labor forecasting, labor burn rates, BPR-Bank Purchase Requests, Contract Deliverables (CDRL's) tracking, record keeping, date entry, communications, inventory control, and program administration related to day-to-day operations and activities of assigned projects
  • Update the Configuration Management database
  • Create and Update a Reviewers List for the Deliverables and CDRLS
  • Track and route CDRLS/received deliverables to the appropriate reviewers

Experience Requirements:
  • Must have 3 or more years of training systems program/acquisition management experience
  • Project task definition and workload planning experience
  • Work in progress database familiarity
  • Program Management Tool familiarity
  • Work with aviation training systems
  • Must be familiar with the Government contracting process (contract types, WAWF, etc)
  • Must have experience managing multi-disciplined/Integrated Project Teams (IPTs) including the following competencies: engineering, contracting, system administration, cyber security/information assurance, logistics
  • Must have experience with Navy Enterprise Resource Planning (NERP)

This includes:
  1. Execution of Purchase requests (PRs) for obligation of funds for contract actions
  2. Creating and managing Work Break Structures (WBS') for acceptance of project funding.
  3. Managing IPT labor
  • Must have experience building and presenting program briefs
  • Must have a strong understanding of the System Engineering Technical Review (SETR) process
  • Support project leads in the performance of program tasks
  • Respond to administrative and programmatic data calls
  • Provide administrative planning related to program events and day-to-day operations of assigned projects
  • Familiarity with different funding types and uses

Education Requirements:
  • BS or BA Degree in arts or science business, economics, management, or technical discipline

Security Requirements:
  • U.S. Citizenship required
  • Must be able to obtain and maintain a Secret security clearance
