Job Description:
Planner I & II: Performs professional and technical city and urban planning work associated with community planning and development. Manages, reviews, and implements both current and long-range planning and development projects. Acts as project manager and reviews development proposals. Provides technical support, information, and guidance to property owners, developers, Planning staff, other City departments, outside agencies, elected and appointed officials, and the general public on adopted ordinances, policies, plans, and procedures.
Key Responsibilities:
Planner I:

• Serves as project manager for planning projects and land development proposals by administering applications, coordinating staff, scheduling meetings, and public notifications, planning data research and analysis, and mediation with developers.

• Evaluates and reviews land development proposals for Pre-Applications, General Plan Amendments, Text Amendments, Rezonings, Special Use Permits, Variances, Annexations, site plans, land subdivisions, and other development requests.
• Reviews plans for compliance, makes recommendations, and resolves issues. Coordinates application review process with affected parties, including applicant, property owner, developer, City staff, architects, engineers, landscape architects, traffic engineers, and legal counsel.

Planner I & II:

• Provides excellent customer service by providing information to the general public and clients regarding development issues, providing a solutions-based approach, and attending and facilitating public meetings.
• Conducts field inspections of projects under construction, including final site inspection and approval of residential, commercial, and industrial development projects. 
• Presents findings and recommendations before the Board of Adjustment, Historic Land Commission, Design Review Committee, and Planning and Zoning Commission.
• Prepares various amendments to City documents and maintains long-range planning functions by gathering, analyzing, and presenting data and making recommendations on changes, compiling information on special studies, and preparing reports, attending and facilitating action committees, coordinating the review process, preparing surveys, and gathering information related to land use. Participates or manages updates to specific plans, design manuals, Comprehensive Master Plan, and similar long-range planning documents.

• Assists in the interpretation and application of City codes, ordinances, regulations, standards, guidelines, policies, and procedures pertinent to planning, zoning, land development, land use, and development design proposals. Research code-related issues as needed and makes new policy recommendations to management.
• Prepares various amendments to City documents and maintains long-range planning functions by gathering, analyzing, and presenting data and making recommendations on changes, compiling information on special studies, preparing reports, attending and facilitating action committees, coordinating the review process, preparing surveys, and gathering information related to land use. Participates or manages updates to specific plans, design manuals, Comprehensive Master Plan, and similar long-range planning documents.
• Assists in the interpretation and application of City codes, ordinances, regulations, standards, guidelines, policies, and procedures pertinent to planning, zoning, land development, land use, and development design proposals. Research code-related issues as needed and makes new policy recommendations to management.
• Serves as essential emergency personnel when required.
• Performs such other related duties as may be assigned.

Planner II:

• Serves as project manager for planning projects and land development proposals by administering applications, coordinating staff, scheduling meetings, public notifications, planning data research and analysis, and mediation with developers. Projects include economic development-oriented, controversial, and sensitive master planned single-family residential communities, commercial and office developments, multi-family residential, and industrial business parks.
• Evaluates and reviews land development proposals for Pre-Applications, General Plan Amendments, Text Amendments, Rezonings, Special Use Permits, Variances, Annexations, site plans, land subdivisions, and other development requests. Reviews and provides recommendations on Development Agreements.
• Reviews plans for compliance, makes recommendations, and resolves issues. Coordinates application review process with affected parties, including applicant, property owner, developer, City staff, architects, engineers, landscape architects, traffic engineers, and legal counsel. Serves as the City's primary point of contact as project manager for the development to other City staff, applicants, design consultants, developers, and the public on all project-related matters.

Qualifications:
Planner I or II:

• Education: Bachelor’s degree in planning, Urban Planning, Urban Design, Environmental Planning, Landscape Architecture, Architecture, Public Administration, Geography, Sustainability, or a closely related field.

Planner I:

• Experience: One (1) year of progressive responsibility experience or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities. A master’s degree in a related field may substitute for one year of municipal planning experience.

Planner II:

• Experience: Three (3) years of progressive, responsible experience or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities. A master’s degree may substitute for one year of municipal planning experience.

Planner I or II:

• Knowledge of: Work requires knowledge of land use principles and concepts, and the purposes of land use plans, codes, and ordinances. Advanced knowledge of the principles, practices, and techniques of planning and development design, including architecture, engineering, landscape architecture, site design, traffic engineering, land use compatibility, and economic development. Knowledge and experience in construction processes.
• Skill/Ability to: The ability to write reports, amendments, and general correspondence. Excellent oral and written communication skills for preparing and presenting planning reports and projects. A strategic thinker with interpersonal communication skills to be able to build positive working relationships with external stakeholders, developers, and various county, state and federal agencies. Incumbents may also be required to host or facilitate public meetings. Meetings and discussions are routinely conducted with citizens, property owners, developers, and their representatives. 
• The exercise of considerable initiative and independent analytical and evaluative judgment. Ability to work on several projects or issues simultaneously and have creative problem-solving skills     
•  Must be able to interpret State law, land use regulations, and other applicable ordinances. Ability to perform duties on several projects or issues simultaneously, whether independently or as a team member; Ability to read, review, and analyze legal descriptions, site plans, and other related planning documents; thorough and pay attention to details.    
• Safety/Physical Requirements: ability to lift/carry twenty-five (25) pounds of material, bending, stooping, and reaching as needed to file; sitting stationary for extended periods of time.

Planner I:

• Certifications & Licenses Required: A valid Texas Driver’s license.

Planner II:

• Certifications & Licenses Required: American Institute of Certificate Planners (AICP) certification preferred and a valid Texas Driver’s License.
